WHEREAS, the League of Minnesota Municipalities Revenues
Committee has recommended a resolution, on revenues generally,
to be considered by the Legislative Conference 'of the League
to be held on June 13, 14 and 15, 1956, at Detroit Lakes,
Minnesota, and
WHEREAS, said resolution provides, in part, for the
continuation of the principal of municipal sharing of State-
collected revenues on a per capita basis, and
WHEREAS, the members of the City Council of the City of
Saint Paul are opposed to the principal of municipal sharing
on a per capita basis as being an unfair and inequitable
distribution, unjustly enriching municipalities by disregarding
the source of the revenue .used in the per capita sharing, now
therefore be it
RESOLVED, that the Common Council of the City of Saint
Paul opposes any new legislation which 'Would provide for
municipal sharing on a per capita basis and favors municipal
sharing on a pro rata basis which would return to the
municipality a percentage of the revenues collected in that
municipality by the State, and be it
FURTHER RESOLVED, that a certified copy of this resolution
be forwarded to the League's Legislative Conference at its
session at Detroit Lakes, Minnesota, on June 13, 14 and 15,
