RESOLUTION ACCEPTING HEADING HOME VIIi\�NESOTA PARTNERS FLND GRANT
TO SUPPORT A DECONSTRtiCTIO� PILOT PROGRAM
WHEREAS, the Heading Home Minnesota Partners Fund, on January 5, 2010, awarded the City of Saint Paul 520,000 to be
for the purpose of developing a deconshucrion pilot project that will create jobs for people who have been homeless or
considered long term homeless as outlined in the attached gant agreement; and
WHEREAS, the Mayor, pursuant to Secrion 10.07A1 of the City Charter, does certify that, upon acceptance of the grant, there
are funds of $20,000 available for appropriation in excess of those estimated in the 2010 Budget; and
WHEREAS, the Mayor recommends that the following additions be made to the 2010 budget

The City of Saint Paul Mayor's o�ce has been selected to receive funding through the Heading Home
Minnesota Partners Fund, a fund established at the Family Housing Fund to support the State's
Business Plan for Ending Long-Term Homelessness. The grant award of $2�,000 is designated ta
support the development of a deconstruction pilot project that will create jobs for people who have
been homeless or considered long term home]ess.
As you are aware, the Family Housing Fund is the depository and administrator of the Heading Home
Minnesota Par[ners Fund. Decisions on the specific use of the funds are the respopsibility of the
Minnesofa Directar for Ending I,ong-Term Homelessness, with input from an advisoty committee that
includes representatives of the following organizations: Family Housing Fund, Corporation for
Supportive Housing, Department of Human Services, Department of Corrections, Metro Supportive
Services Fund administrators, St. Paul/Ramsey Homeless Advisory Board, and Heading Home
Hennepin.
Enclosed, please find hvo copies of the Grant Agreement documents prepared on behalf of the Family
Housing Fund. If the terms are acceptable, please sign and date the agreements and return one copy to:

may retain the other copy for your records. Upon receipt of the fully executed agreement, the full grant

GRANT AGREEMENT
FAMILY HOUSING FUND
CITY OF SAINT PAUL
This Grant Agreement is made this day of , 2010, by and between the City of
Saint Paul, a Minnesota government agency (hereinafter refened to as the "Grantee"), and the
Family Housing Fund, a Minnesota non-profit corporation (the "Fund").
The Fund is making a grant in the amount of $2�,Q�0 to Grantee to provide services and fill gaps
tn human services funding necessary to preserve and create supportive housing for singles
(including unaccompanied youth) asid families experiencing long-term homelessness.
The terms and conditions of the Gzant aze as follows:
1. The Grant proceeds will be used to develop a deconstruction pilot project that will create
jobs for people who have been homeless or considered long term homeless as described
in Exhibit A, attached hereto as part of this funding agreement.
2. The Fund will disburse the full grant award of $20,000 upon execution of this agreement.
3. The grant period begins January 1, 2010 and ends December 31, 2010.
4. Grantee understands the Fund must monitor and evaluate the programs and projects it
funds. Therefore, Grantee will cooperate fully with the Fund by providing a report on the
program's progress in achieving its goals and objectives in the Twin Cities metro. The
report will include demographic information on the population served. The report will be
submitted to the Fund no later than 7anuary 31, 2011.
5. Grantee shall cooperate fully with the Fund by collecting and submitting demographic
data on program participants and other information that may be reasonably requested by
the Fund as it monitors and evaluates its grant making activities.
6. Grantee shall establish a separate account in its books and records showing a11
disbursements of the proceeds of the Grant, which account shall be maintained in
accordance with generally accepted accounting principles. The Fund shall, at its request,
have access to the files, records and personnel of Grantee for the purpose of maleing such
financial audits or verifications as it deems necessary.
7. If the Grantee violates or breaches any provisions of this Grant Agreement, then the
Grantee shall immediately return to the Fund, upon demand by the Fund, the full amount
of the Grant.

The Fund is making a grant of $2Q,Q00 to assist with the deveiopment of a deconstruction pilot
project that will create jobs for people who have been homeless or considered long term
homeless. Grant funds will also assist with national consultant training for City and County staff,
develop detailed procedures and protocols for deconstruction, develop and design a recruitment
process for getting homeless and formerly homeless (recently re-housed) participants engaged in
paid training on a deconstruction or waste sorting crew develop detailed process for developing
participants into a pool of Section III eligible candidates that can be hired by contractors, either
fu11-time or as supervised work crews.
