OF THE CITY OF SAINT PAUL, MINNESOTA
AUTHORIZIZING SUBMITTING AN AMERICAN REINVESTMENT
AND RECOVERY ACT GRANT APPLICATION TO THE
MINNESOTA DEPARTMENT OF COMMERCE'S OFFICE OF ENERGY SECURITY FOR
LIGHT EMITTING DIODE (LED) STREET LIGHTS

WHEREAS, the City of Saint Paul (the "City") is committed to opportunities to make Saint Paul one of the
most sustainable cities in the United States; and
WHEREAS, Cona ess passed and President Bazack Obama signed the Amedcan Recovery and
Reinvestment Act (ARRA) of 2009 which allocated $3.2 billion for fiscal year 2009, of which $1.8 billion is
available to city and county govemments in the form of direct formula energy efficiency and conservation gants,
under the Hnergy Efficiency aud Conservation Block Grant (EECBG) Program; and
WHEREAS, the City of Saint Paul received $2,767,000 of one time funding from the DOE's SECBG
Program; and
WHEREAS, one November 4, 2009, the City Council of Saint Paul passed a Resolution , C.F. # 09-1162
accepting EECBG funds for the following initiatives: 1) Saint Paul Energy Smart Homes Program; 2) Saint Paul Port
Authority's Trillion BTU Program; 3) Energy Efficiency Lighting and Energy Improvements for Local Government
Facilities; 4) Electric Vehicle Chazging Stations; 5) Public Fducation and Climate Change Challenge Grants; 6)
Frogram Administraaon and authorizing budget spending plan; and
WHEREAS, the Minnesota Department of Commerce Office of Energy Security's (OES) Facility Cost-
share Grant Program is providing grants to local governments and school districts in order to make energy efficiency
improvements in existing local government and school district buildings and faciliries; and
WHEREAS, Cbe City of Saint Paul Public Works Department is interested in securing additional fixnds from
OES fox purcbasing Light Emitting Diode (LED) Street LighCS; and
NOW, THERE�ORE, BE IT RESOLVED, by the City Council of the City of Saint Paul anthorizes that,
Mayor Chris Coleman, as Chief Executive Officer of the City of Saint Paul, is herby authorized and directed to
submit the OES Facility Cost-shaze Grant for LED Street Light; and be it
FCJRTHER RESOLVED, that the Mayor or his designated representative, submit to the Minnesota
Department of Commerce Office of Energy Security (OES) any assurances, certifications, technical changes or
additional inPormation that may be required by said Departmenr, and be it
F`[.7RTHER RESOLVED, that upon notification of approval of the City of Saint Paul's LED Street Light
grant be award by the OES, the Council does hereby authorize the proper City officials to execute the grant
agreements and contracts between the U.S. Department of Energy and the City of Saint Paul.
