Harrington, retires as his term ends; and 3 4 WHEREAS, Thomas E. Smith has applied for the position of Chief of the Saint Paul Police Department; 5 and 10 11 12 13 14 15 16 17 18 l9 20 21 22 23 24 25 26 27 28 29 30 31 WHERBAS, Tom Smith has a Bachelor of Arts degree in Public Relations from Metropolitan State University, a Masters Degree in Educarion and Leadership from the University of Saint Thomas, as we11 as a proud graduate of the 186`" Session of the FBI National Academy and the FBI Law Enforcement Executive Development Association (LEEDA) and has extensive experience and training on Homeland Security issues and recently completed Counterterrorism training in the Middle East; and WHEREAS, Tom Smith has served 20+ years in law enforcement for the City of Saint Paul, begrnning in 1989 walking the Selby Avenue beat, and along his career path has been promoted to the titles of Sergeant, Lead InspecCor for the Chief of Police, Patrol Supervisor, LieutenanUCommander, Central Aistrict Patrol Commander, Training Unit Cominander, Commander, Senior Commander, and his current title, Assistant Chief of Police, and is an active member of the International Association of Chiefs of Police (lACP); and WHBREAS, Tom Smith has formed partnerships with community organizations, business leaders, clergy, and residents from across the City of Saint Paul, as a volunteer far the Boy's and GirPs Clubs of the West Side and serving as a board member for both the Midway Chamber of Commerce and Neighborhood House; and WHEREAS, Tom Smith has co-led a mentor group for at-risk youth at Humboldt High School, for more than 50 students of color, with numerous documented success stories, including improved student attendance, a reduction in school violence and most importantly, and increase in school achievement; and WHEREAS, Tom Smith brings with him a vast knowledge and experience with innovative thinking, together with a strong appreciation of the neighborhoods of Saint Paul, and as a life-long Saint Paulite, is committed Yo meet the ever-increasing and complex challenges o£both criminal justice problem solving and everyday police work; and 10-441 32 33 34 35 36 37 38 34 40 WHEREAS, pursuant to Saint Paul City Charter Section 12.12, Selection and tenure of police chief and fire chief, subsection 12.123, and Saint Paul Administrative Code, Chapter 8, Department of Police, Section 8.03, which address the appoinhnent process of the Chief of Police, whereby the Mayor has appointed Thomas E. Smith as Chief of Police and the consent of the City Council is required; now therefore be it RESOLVED, that the City Council consents to the appoinhnent of Thomas E. Smith as the Chief of the Saint Paul Police Deparhnent, to fill the vacancy created by the term end of the cunent Police Chief, John Harrington.
