THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That from and after the lst day of June,1956, it shall be unlawful for any person, partnership, association, or corporation to maintain or operate in the City of Saint Paul any hospital, sanatorium, rest home, nursing home, or boarding home, or other related institution containing twenty—five or more beds unless such institution shall therein provide, operate, and maintain a public address system for the safety of the patients cared for. Section 2. A hospital, sanatorium, rest home, nursing home, boarding home, or other related institution shall mean any institution, place, building, or agency in which any accommodation is maintained, furnished, or offered for the hospitalization of the sick or injured or the care of any aged or infirm persons receiving chronic or convalescent care. Nothing herein shall apply to hotels, rooming houses, or other similar places that furnish only board and room or either to their guests. Section 3. Any person violating the provisions of this ordinance shall be guilty of a misdemeanor and punishable by a fine not exceeding One Hundred Dollars ($100.00) or by imprisonment for a period not exceeding ninety (90) days. Section 4. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preservation of the public peace, health, and safety. Section 5. Mattocks Fire Chief Dear Sir: I would like to inform you of a situation that this department has found in its process of setting up an evacuation program for all of our local hospitals. I refer to the differ- ence in time required for notification of the personnel in the hospitals having public address systems and those which do not. I am furnishing you herewith a list of the hospitals having public address systems and the time required for notifi- cation and I am also furnishing a list of the hospitals not having public address systems and the time required for notifi■• cation. Ton will note the great difference in those which have the public address systems and those which do not. bicker Hospital • They have public address system and it works 11,4 out very well — two minutes and all personnel are notified. 4A4 Miller Hospital • They have public address system and it works out very well • two minutes and all departments are notified. 0 St. Josephs Hospital • They have public address system and it works out very well — two minutes and all departments are notified. St. Lykes Hospital • They have public address system and works out fine • two minutes and all departments are notified. St. Johns Hospital • They have public address system • works out fine — two minutes and all departments are notified.. Gillette Hospital, — They have no public address system — took eleven minutes to notify all departments by 'phone. Recommend P. A. system. Mounds Park Hospital- No public address system • took ten minutes to notify all departments by 'phone. Recommend P. A. system. Northern Pacific Hospital • No P. A. system — took six minutes to notify all departments by 'phone. Recommend P. A. system. Midway Hospital • No P. A. system • took nine minutes to call all departments by 'phone. Recommend P. Crestview Hospital,- Public address system but not in working order - told management to have same repaired. Pour ainates to notify all departments by 'phone. Children Rosetta - No public address system as took thirteen .ninnies to notify all departments by 'phone. Recommend P. A. system. This great delay in notification of personnel could very easily result in tragedy edy in case of an emergency and I would like to recommend, if possible, that an ordinance be enacted as an amendment to our lire Prevention Code that it be made mandatory that all hospi- tals be equipped with an adequate public address system.
