WHEREAS, the�6 Driver (Provisional) license application submitted by Joel A.
Haggenmiller (License ID#20080004378) for the City of Saint Paul dated March 16, 2010, was denied by
the Saint Paul City Council on Apri17, 2010, based upon the convictions from June 14, 2007 of Violating
an Order of Protection, Minn. Stat. §518B.01.14(b) and from Apri122, 2008, of Misdemeanor Disorderly
Conduct, Minn. Stat. §609.721 (3); and

7 WHEREAS, subsequent to that hearing, the licensee was able to show that the convictions did not
8 involve violent acts or threats, and he has been discharged from probation for almost a year, has
9 undergone anger management classes and has an ongoing plan for counseling to deal with any issues as
10 they azise; and

12 WHEREAS, the licensee does not appear to be a risk to the public at this time and is willing, in the
13 event of a new charge, to have his taxicab driver's license suspended pending the outcome; now, therefore,
14 be it
15
16 RESOLVED, that Resolution #10-359 adopted by the City Council on Apri17, 2010, and approved
17 by the Mayor on May 14, 2010 is hereby rescinded; and be it
18
19 FURTHER RESOLVED, that the Taxicab Driver (Provisional) license application submitted by
20 Joel A. Haggenmiller is hereby approved.
