RESOLVED, that Arthur W. Bohn, Jr. , doing business as A &
B Towing Service, be permitted to install and operate a
private parking lot adjacent to the northwest corner of
Dale Street and Minnehaha Avenue, also described as Lots
1 to 8 inclusive in Block 12, Lots 1 to 8 inclusive and
Lots 23 to 30 inclusive in Block 13, Lots 1 to 8 inclusive
and Lots 23 to 30 inclusive in Block 16, and the vacated alleys
and vacated Seminary Avenue and vacated Englewood Avenue,
all in Butterfield Syndicate Addition No. 2, for the storage
of wrecked, disabled, used and new automobiles, subject to
compliance with the provisions of all ordinances governing
the operation of parking lots, and subject further to the
conditions that loading and unloading of automobiles shall be
done on the northerly portion of the tract, that no loading
or unloading shall be done on any street, that the permit
hereby granted shall be a temporary and conditional permit
as to any portion of the tract which may be acquired by the

Dear Sir:
The City Council requested that you draw a resolution granting
the attached application of Arthur W. Bohn, Jr. dba A & B Towing
Service for permission to install and operate a private parking
lot for the storage of wrecked, disabled, used and new automo-
biles on the property described in the application, subject to
the conditions that the loading and unloading of automobiles
be done on the northerly portion of the tract and that no
such loading or unloading be done on any street and that the
permit be only a temporary and conditional permit as to any
portion of the tract which may be acquired by the State of
Minnesota or City of St. Paul for highway purposes.

Dear Sir:
This is in the matter of the application of the A da B Towing
Service for a permit to establish a private parking lot for dis-
abled and new cars which are being temporarily stored prior to
shipment to dealers. This property is located adjacent to the
northwest corner of Dale and Minnehaha and was formerly the site of
the operations of the C. Reiss Coal Company.
The legal description is quite lengthy and is contained in the appli-
cant's application. The present zoning is "light industry" .for a
depth of 100' north of Minnehaha, the remaining. is "heavy industry."
The property has a frontage of 316,5' along Minnehaha and extends
northerly a distance of 710' along Dale. This property has a
capacity of 450 cars, The existing coal storage and wood storage
sheds on the property are to be retained. The area is to be adequately
fenced and there is no objection to this proposal from the standpoint
of traffic or adjacent land use.
In considering this matter, the Zoning Board takes note that the plans
of the City contemplate the acquisition of the westerly 40' of this
tract and a triangular tract adjacent to the southwesterly corner as a
portion of the right-of-way of the so-called "northern" route.
Review of the applicant's letter and plans indicate that no major
improvements are contemplated on the portion of the site which would
be taken for highway purposes. On the other hand, the Zoning Board
feels that as a matter of public policysno permits should be granted
which would have the effect of increasing the acquisition costs of the
property to be taken for public purposes, particularly if this acquisition
is imminent.
Therefore, the .Zoning Board recommends that this permit, as it pertains
to the portion of the site which will not be utilized for highway pur-
poses be granted and that a temporary or a conditional use permit be
granted for the utilization of the portion of the site to be acquired A

for highway purposes so that the applicant may use the property on
an interim basis. The Zoning Board suggests that the precise nature
of the procedures to be followed in the issuance of this permit be
reviewed by the Valuation Engineer and the Chief Engineer.
Subject to the above limitations, the Zoning Board recommends that this
permit be granted in accordance with the applicant's plans filed with
the Zoning Board, January 20, 1956.
