I WHEREAS, the National Consortium on Racial and Ethnic Faimess in the Courts is an
2 organization represented by state task forces and commissions on racial and ethnic bias from thirty (30)
3 states in the Country whose mission is to encourage the highest courts of each state to create commissions
4 to examine the treatment accorded minorities in their courts; to share the collective knowledge of task
5 forces and commissions with courts, law enforcement, and the community; and to provide technical
6 assistance and expertise to commissions, task forces, and other interested organizations and individuals on
7 the subject of racial and ethnic fairness; and
8
9 WHEREAS, the National Consortium on Racial and Ethnic Fairness in the Courts is sponsoring a
10 conference entitled, "The 22nd Annua] Conference and Meeting for the National Consortium on Racial and
11 Ethnic Fairness in the Courts -'Transformative To�ls for Delivering Justice in the 21 st Century'" that is
12 intended for participants from across the nation, ranging from judges, court administrators, court managers,
13 legal professionals to education and social service professionals and college, university, and law school
14 students; and it will offer information about innovative and visionary court programs and practices as well
15 as provide tools to help participants promote the work of institutional change locally by applying the
16 lessons learned and tools acquired through this national exchange of engaging ideas, practical strategies,
17 and concrete solutions to ensure access to justice for all court users; and

19 WHEREAS, the conference starts on April 28, 2010, and ends on May I, 2010. The Conference is
20 being held in New Brunswick, New Jersey at the Hyatt Regency Hotel; and
21
22 WHEREAS, Minnesota Supreme Court Justice Alan Page and Hennepin Count District Judge
23 Tanya Bransford, cl�airpersons of the Minnesota Judicial Branch's Racial Fairness Committee, approved
24 the attendance of said conference to Yamy Vang, an Assistant City Attorney with the St. Paul City
25 Attorney's Office and a member of the Minnesota Judicial Branch's Racial Faimess Committee;

27 WHEREAS, the Minnesota State Court AdministraYor's Office will cover airfare, accommodation
28 and re�istration costs to attend this conference; and

30 WHEREAS, the total cost of the conference including transportation, three (3) nights lodging, and
31 registration costs is $1130.45; and

33 WHEREAS, the conference will provide useful training on prosecution and race jusrice as well as
34 assist Yamy Vang in refining policies, practices, and procedures in order to achieve improved and more
35 desirable and equitable outcomes for all court users and Yo promote access to justice and public confidence
36 in the Courts; and

38 NOW THEREFORE BE IT RESOLVED, that the City of St. Paul along with the St. Paul City
39 Attomey's office gratefully accepts this gift for Yamy Vang to attend the 22nd Annual Conference and
40 Meeting for the National Consortium on Racial and Ethnic Fairness in the Courts -'Transformative Tools
