i WI�EREAS, the Saint Paul Parks and Recreation Departsnent has applied for a grant through the
2 Minnesota Deparhnent of Agriculture for response, planning and preparauon for Emerald Ash Borer
3 infestation; and

5 WHEREAS, the priority of the State is to prevent ar slow the spread and subsequent impacts of emerald
6 ash borer; and

WI-IEREAS, if awarded Saint Paul Parks and Recreation would need to enter into a grant agreement with
the State and represents that it is duly qualified to perform all services described in the grant contract to the
satisfaction of the State, and that such services would be a benefit to the City; now, therefore, be it
RESOLVED, that the Saint Paul City Council authorizes the appropriate city officials to apply to the
Minnesota Department of Agriculture for grant monies that will be used toward incident response,
planning and preparation for the Emerald Ash Borer Infestation, and to execute such agreements as aze
necessary to accept and implement any such grants awarded.

Action Requested:
Approval by Council of a resdution authorizing the appropnate City Officials to apply for, negotiate and enter into a grant contract
with the State of Minnesota to combat Emerald Ash Borer infestation. This gant along with City Funding through approved ROW
will pmvide the 2010 revenue for this budget.

initiating Problem, Issues, Opportunity (Who, What, When, Where, Why):
Emeraid Ash Borer was discovered in Saint Paul in May, 2009. The City's Parks and Recreation Departmem has the opporiunity to
apply, negoriate and enter into a gtant to combat this deadly pest. The State of Minnesota, Depathnent of Agriculture has money
available for this purpose. This funding will be part of an overall budget that includes City ROW funding to carry out a planning,
preparafion and incident response

Pazks will have the opportunity to receive funding from the State to combat Emerald Ash Borer
Disadvantages if Approved:

DisadvanYages If Not Approved:
Pazks WILL NOT have the opportuniTy to receive State funding to combat Emerald Ash borer and sick and dying ash tress wili
