WHEREAS, the Con Council of the City of Saint Paul has
previously approved t e plan for the erection of a Juvenile
Detention Facility inthe vicinity of Larpenteur and Dale, north
of the Temple of Aaron Cemetery, and
WHEREAS, the Joint City and County Detention and Workhouse
Facility Commission is ready to commence construction, and
WHEREAS, there is presently no road into said site, and
WHEREAS, the County of Ramsey has under annual contract
obtained by advertising for bids a road builder and dirt mover,
and
WHEREAS, the City of Saint Paul presently has no funds to
expend for the construction of said road, nor the levelling •f
said property, and
WHEREAS, it will be more economical and expedient and
beneficial to the City of Saint Paul to permit the County of
Ramsey to proceed with the construction of said road and the
levelling of said property through said contractor, and
WHEREAS, any monies expended by said Joint City and County
Detention and Workhouse Facility Commission must be paid for
equally by the City and the County; now therefore be it
RESOLVED, that the said Commission proceed by having the
road builder under contract to the County of Ramsey proceed at
this time with the building of the necessary access road and
with the necessary levelling, without bids being called for
by the City of Saint Paul with respect to its proportionate share
of such road building and levelling.
