Macalester Park, in accordance with plans approved September
6, 1956, subject to compliance with the provisions of all
ordinances governing the operation of parking lots, and subject
to the further condition that sidewalks abutting said premises
be kept clean and free of ice and snow at all times.

Dear Sir:
This is in the matter of the application of Isedor Coldetsky to install and operate
a private parking lot on the west side of Wheeler between Grand and Summit. Property
under consideration is described as the North 71.04' of lot 1, 2, & 3, Elmer and
Morrison's Rearrangement of part of Macalester Park. The zoning is Commercial.
The property has a frontage of 71.04' on Wheeler and extends westerly a depth of
136.14' . There is a public alley running adjacent to the northerly side and a
filling station which is under construction adjacent to the south side of this,
property.
The applicant desires to establish an 11 car parking lot in conjunction with an 11
unit apartment which is under construction on the site. Briefly the applicant pro-
poses to park 8 cars adjacent to the rear or westerly line of his property. Three
cars would be parked between the building and the attey to the north in the vicinity
of the westerly end of the building. In order to accomplish the relationships de-
sired the applicant would require the granting of an appeal by the City Council to
waive the requirement of the Zoning Ordinance that the parking lot be a distance
of 8 feet away from adjacent residential property. In order to park the cars
adjacent to the rear of his building it would be necessary to establish a distance
of 3 feet between the parking area and the rear or westerly line of his lot. Access
to the parking lot will be from a 20' driveway from the alley. The lot will be
enclosed with bumper height fence adjacent to the alley and the area upon which the
cars are to be parked will be defined with a wheel barrier and curbing arrangement.
The arrangement proposed by the applicant will permit the creation of a 26' side
yard adjacent to the northerly side of the building extending for nearly the entire
length of the building.
If these relationships are established on the ground and reasonable effort is made
to landscape and screen the parking lot from the view of the adjacent residential
structures the Zoning Board is of the opinion that this parking lot arrangement
represents the best layout that can be established on this site in pursuit of the
objective of establishing an 11 unit apartment building on the property. In iew
of the fact that thiis is a Commercial zone and an 11 unit apartment building is a
permitted use at this point, the Zoning Board recommends that this parkin 1•t
permit be granted inaccordance with plans approved September 6, 1956.
