the Mayor and the Comptroller to Purchase from RAYMOND AUTO BODY SHOP labor and parts for
repairs to 1953 Cadillac Police Ambulance at a cost of $206.00, without advertisement or
competitive bids as an emergency exists where failure to act promptly would work a
hardship to the best interest of the City.
