This property is located at 319 Ramsey street and is on the north side of Ramsey at the inter- section of Pleasant and Oakland. The present zoning is "A" resi- dence and "C" residence. The property is presently used as a six-apartment building. The applicants propose to construct a garage in connection with this • use which will be 50'8" long and 26'2" wide on a portion of this irregular shaped tract which is presently "A" residence. This appeal is taken pursuant to Section 20, paragraph "a" of the Zoning Ordinance which permits the Council to authorize a use on the entire tract which would be allowed in either zone. Adjacent land uses are as follows: there are apartment buildings to the west on Ramsey and northeasterly across a 16' alley. The Ramsey- Pleasant-Oakland intersection is directly to the south of the appli- cant's funeral parlor directly to the east. Field investigation discloses no objection to this proposed garage building from the standpoint of land use or traffic. In consideration of these factors, the Zoning Board recommends that the Council authorize this "C" residence use on the portion of the above-mentioned tract which is presently zoned "A" residence all in accordance with the applicant's letter dated July 18, 1956 and as outlined on the plan attached thereto. July 18, 1956 Honorable Mayor and City Council St. Paul, Minnesota Gentlemen: I am the owner of lot 55, block 86, Dayton and Irvine' s Addition, located at 319 Ramsey Street in the City of St.Paul. This lot is approximately 60 feet wide and 123 feet in depth. On the front (southerly portion) of this lot, which is located in a "C" residential zone, there is a multiple dwelling which consists of 6 apartments. The extreme rear (northerly tip) of this lot is located in an "A" residential zone. In view of the difficult parking situation in this area, and as an accomodation for my tenants in this building, it is my desire to construct a garage and storage building at the rear of the dwelling. Therefore, in accordance with section 20, paragraph A, of the City of St. Paul zoning ordinance, I hereby submit an ap- peal for extension of the G" residential zoning to the entire lot in order to allow for the proposed construction. (August ffi.1108) Dear Sir: This is in the matter of the appeal of the St. Paul Electroplating Works to extend a non-conforming building located on lots 3 and 4 - block 2 - Lindemann's :addition. This property is located adjacent to the south side of Aurora between Oxford and Lexington. : The zoning is presently "C" residence. The St. Paul Electroplating Works is occupying a building on this property which was constructed in 1914 and the applicant has occupied the site continuously since then. The applicant is proposing to expand in a southerly direction on the south side of this building away from the street. This construction would result in an addition some 18' x 35' in dimension. The existing building is approcimately 35' x 86' . The lot upon which this property is located is 72' x 122' . Field investigation discloses that the loading operation incident to this facility presently takes place in the rear of the property. Under the proposed plan the loading would take place on the east side of the property in a manner so as not to encroach on the alley. Access to the property will be to Aurora. The grade of the alley is now approximately 15' below the grade of aurora. There are two single-family homes to the east on Aurora, one home is owned by the applicant and there are two vacant lots to the west. The two lots to the west were re-zoned to "light industry" in 1955. There are retail uses across Aurora Street to the north which front on University and Lexington. The Zoning Board finds that this property is essentially commercial and industrial in character. A reasonable alternative to the applicant's proposal would be the re-zoning of this property to an "industrial" classification. However, there may be certain objections to this proposal from the standpoint of the residential pro- perty owners to the east . The Board further finds that the applicant proposes to remodel the front of his structure which presently faces on :'aurora so as to improve its visual appearance. In consideration of the fact that the use is an established one at present and the fact that off-street loading will be conducted completely independent of the street or alley, the ::toning Board recommends that this appeal to extend the eri t- ..r ing non-conforming use be granted in accordance with the applicant' letter dated July 10, 1956 and the applicant's site plan approved August 9 195 . el ' C.
