The zoning is "A" residence. The pro- perty has a frontage of 50' on Raymond and extends easterly a depth of 150' . There is a large residential structure located on this property which is presently being used as a girls' sorority in conjunction with the University of Minnesota Farm Campus. This appeal is being made pursuant to paragraph "s" of Section 20 of the Zoning Ordinance which provides that the Council may permit the establish- ment of a sorority or a fraternity house in an "A" residence district pro- vided that the sorority or fraternity has a Charter which is duly recognized by the College or University, and further provided that the facility is with- in 1000' of the College or University campus, and that the granting of this permit is recommended by said College or University. All of the above- mentioned requirements are met in this particular case. This appeal is occasioned by the desire of the sorority house to make certain structural alterations which necessitate the issuance of a building permit in accordance with the requirements of the Building Code. In the applicant's letter dated August 1, 1956, they have set forth a revised• proposal which would have the effect of legalizing this existing operation by reducing or eliminating third floor occupancy and the remodeling of the building in accordance with existing building code standards and the requirements of the Health- Department and the Public Health Service of the University of Minnesota Campus. It can be seen, therefore, that the granting of this appeal will have the effect of legalizing an existing use which is not in conformance with the Zoning Ordin- ance and will permit the sorority to bring the structural characteristics of the sorority house into conformance with the requirements of the Building Code. • The University of Minnesota has approved of this proposal in a letter dated March 27, 1956. Field investigation discloses that the continuance of this operation will not be materially detrimental to existing neighborhood uses. The records disclose that this facility has not been a source of complaint on the part of the neighborhood despite the fact that it has been operating for ixteen years. ,6'1 i /1,://// -2- In consideration of these factors, the Zoning Board recommends that this appeal be granted subject to the approval of the detailed plans by the office of the City Architect and the City Health Department and the Public Health Service of the University of Minnesota Campus so as to assure compli- ance with all applicable rules and regulations. MINNESOTA August 1, 1956 CA. 4-1386 Honorable Joseph Dillon, Mayor of Saint Paul, and the City Council of Saint Paul Court House Saint Paul, Minnesota Re: Application of the Alumni Beta Chapter of Clovia Gentlemen: On April 5th, 1956, the above applicant located at Lot 12, Block 1, Saint Anthony Park North or 1502 Raymond Avenue, Saint Paul, Minnesota , made an application (a) to legalize the use of a residence for sorority purposes, (b) for approval of proposed re-modeling to said premises and approval of proposed addition. After consulting with Mr. John Connelly of the City Planning Commission, and being advised by the City Architect as to the restrictions to the use of the property the applicant wishes to amend the application to read as follows, (a) to legalize the use of the residence located at 1502 Raymond Avenue, Saint Paul, Minn- esota , for sorority purposes, (b) approval of the re-modeling of the present structure. As to the legalizing, the Clovia Sorority believe that they have been and do conform to Section 20, Article 5 of the zoning law of the City of Saint Paul. The Clovia Sorority have revised their plans so as to only re-model and improve the present house structure. They plan on re-building the front porch and extend it to the top of the second floor. In other words, the porch is now only one story, and they plan on re-modeling the entire front porch and extending the porch up so as to make the porch a two story structure. They may re-build the footings and the foundation of the house, but will not extend it and will keep it within the present bounds. They plan on re-arranging the rooms within the present struct- ure, as well as improving the basement, the electric wiring and the plumbing facilities in order to make the present building more up to date and presentable. The Sorority expects to stay within the building code and use only the 1st and 2nd floor and possibly the basement for rooms for the girls. They will discontinue use of the third floor for rooms for the girls. By this re-modeling the Sorority feels that they can make the premises more useful, as well as improving the appearance of the building in the community. Snoke Acting Dean of Students /eh UNIVERSITY OF MINNESOTA STUDENTS'HEALTH SERVICE MINNEAPOLIS 14 EXHIBIT "B" March 26, 1956 The Honorable Joseph Dillon and The City Council St. Paul, Minnesota Gentlemen: As the Health Department for the University of Minnesota, the Students' Health Service makes annual inspections of housing facilities for University students. These inspections have included the chapter house of Clovia Sorority situated at 1502 Raymond Avenue, St. Paul, Minnesota. For the past several years, we have been restricting occupancy of the chapter house because of conditions of overcrowding, inadequate facilities, lack of heat, inadequate electrical wiring circuits, etc. In our letter to the sorority counselor dated February 25, 1954, we wrote in part as follows: "Many of the deficiencies found in your house are the direct re- sult of the overcrowded situation existing." "A permanent source of heat should be supplied to the porch rooms if they are to be used as sleeping rooms or sleeping and study rooms." "Due to general overcrowded conditions, the second floor bathroom facilities are inadequate." "Definite arrangements should be made to have two of the girls on the third floor porch moved to the inside study room. Such overcrowded conditions on this porch would result in confusion and congestion in case of an emergency, and the small amount of air space per girl results in unhealthy conditions in this room." The above recommendations are part of a two page letter listing numerous other needs of this chapter house. Similar letters were written to the sorority on February 24, 1955, and on January 20, 1956. .'le have been very pleased with the interest indicated by the sorority in making further additions to the house and otherwise provide more suitable housing for the students who are members of the sorority. We feel that such improvements are badly needed, and would very much hope that permission might be granted to allow such al- terations to the existing building.
