RESOLVED, that the Church of St. Louis be permitted to
establish and operate a public parking lot on part of Lots
2 and 3, Block 12, Robert' s and Randall' s Addition, situated
on the west side of Minnesota Street some 80 feet north of
Ninth Street, in accordance with applicant' s plans dated
August 6, 1956, subject to compliance with the provisions
of all ordinances governing the operation of parking lots,
and subject to the further condition that sidewalks abutting
said premises be kept clean and free of ice and snow at all
times.

1-REAS.', under the teams of State of Minnesota Contract No. 1-1138,
approved by Council File No. 175458 dated October 19, 1955, certain
properties were to be acquired jointly for the purpose of opening, widening
and extending rasota Street in the City of St. Paul, namely, Parcel 1-D
and Parcel 1-F, as described in detail in the above mentioned contract; and
WH1S:, the division of the costs should be financed in the amount
of 46.391, by the State of Minnesota and 53411 by the City of St. Paul on
Parcel 1-D and 98.901 by the State of Minnesota and 1.107 by the City of
St. Paul on Parcel 1-P; and
'ITTRE''S, the state of Minnesota has rendered Invoice dated September
5, 1956, for the proportionate share of joint condemnation on the above
mentioned properties in the total amount of $3,339.11, be it therefore
Rie-OTYT.',D, that the above mentioned amount of .:)3,339.11 be paid out
of Fund 3001.1, 5682-a, same fund to be reimbursed frail the
Fund 3001 County Aid ::uspe.nse Account.

This is in the matter of the application of the Church of St.
Louis for a permit to establish a public parking lot on the
west side of Minnesota street some 80' north of Ninth. This
property is described as follows: commencing at a point W'ly
of Minnesota St. 125.33 ft. S'ly from the NE corner of Lot 2, thence
N. 100 ft. , thence west to a point on the W'ly line of Lot 3, 19 ft.
S' ly from the intersection of said W'ly line with the N' ly line of
Lot 2 produced W'ly; thence S' ly along Wily line of Lot 3, 100 ft;
thence E'ly to beginning, part of Lots 2 and 3, Blk. 12, Roberts
and Randall's Add. The zoning is "light industry."
The property is presently vacant. It was formerly used by the Elk
Laundry. The applicants propose to establish a public parking lot.
The property has a frontage of 100' on Minnesota street and extends
an average depth of 95' . This lot will have a capacity of approxi-
mately 40 cars.
Field investigation discloses no objection from the standpoint of
land use or traffic. There is a possible problem in conjunction
with the drainage of storm water on this property which can best
be settled by the City Architect at the time the property is actually
graded. The plans are drawn so as to meet existing parking lot stan-
dards.
In consideration of these factors the toning Board recommends that
this permit be granted in accordance with the applicant's plans
dated August 6, 1956.
