AIITHORIZPi TG IMPLEMENTATION OF SOLAR AMERICA CITIES SPECIAL PROJECT
WHEREAS, the City of Saint Paul (the "City") is committed to opportunities to make Saint Paul one of the
most sustainable cities in the United States; and
WHEREAS, in April of 2008 the City of Saint Paul with the City of Minneapolis received a two yeaz grant
in the amount of $20Q000 from the U.S. Department of Energy to administer a Solaz America Cities Grant and
examine the barriers to widespread solar energy adoption; and
WI�REAS, Congress passed and President Bazack Obama signed the American Recovery and
Reinvestment Act (ARRA) of 2009; and
WHEREAS, on May 27, 2009, Fresident Obama announced an addiuonal $10 million in funding through
the American Recovery and Reinvestment Act for Special Projects in the 25 Solar America Cities Grant program;
and
WFIEREAS, in July of 2009 the City of Saint Paul with the Ciry of Minneapolis, Disirict Energy St. Paul
("District Energy") and NRG Energy applied to the U.S. Deparfinent of Energy for funding for a Solaz America
Cities Special Project Grant; and
WHEREAS, in October 2009 the City was awarded an additional $1,030,000 grant from the U.S.
Department of Energy to administer a Solaz America Cities Special Project that tests the viability of integrating a
solaz thermal or hybrid solaz thermallphotovoltaic system into an existing district energy system; and
WFIEREAS, the CiTy is interested in partnering with Distdct Energy to install a large solaz thermal or hybrid
solaz thernia]/photovoltaic system on the rooftop of the Saint Paul RiverCentre and to study how solaz energy can be
integrated into existing district energy systems and will subgrant $988,800 to District Energy which will be matched
by $1,196,070 of District Energy funds; and
WfIEREAS, the City is also interested in working with NRG Energy to study solaz thermal energy in their
system and will subgrant $30,000 to NRG Energy to be matched with $30,000 of NRG Energy's funds; and
WfIEREAS, that the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify
that there aze available for appropdation funds of $1,030,000 in excess of those estimated in the 2010 budget; and

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Saint Paul that Mayor Chris
Coleman, as Chief Executive Officer of the City of Saint Paul, is herby authorized and directed to accept the Solar
America Cities Special Project grant from the U.S. Department of Energy; and be it
72 F[TRTHER RESOLVED, that the Council does hereby authorize the proper City officials to execute the
73 grant agreements and contracts between the U.S. Department of Energy and the City of Saint Paul; and be it

FURTHER RESOLVED, that the Council does hereby authorize the proper City officials to execute
contracts between District Energy St. Paul and the City of Saint Paul and NRG Energy and the City of Saint Paul to
implement the Solaz America Cities Special Project.
