10-395Council File # t0 Green Sheet # 3106658 CITY 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 25 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 RESOLUTION Presented L, MINNESOTA � RESOLUTION OF THE CITY COUNCIL OF THE CTTY" OF SAINT PAUL, NIINNESOTA AUfiHORIZING EECBG SUBGRANT TO THE SAINT PAUL PORT AUTHORITY WHEREAS, the Saint Paul City Council and Mayor Chris Coleman are committed to opportunities to make Saint Paul one of the most sustainable cities in the United States; and WHEREAS, Congress passed and Presadent Barack Obama signed the American Recovery and Reinvestment Act (ARRA) of 2009 which made $1.8 billion available to city and county governments in the form of direct formula energy efficieocy and conservation grants, under the Energy Efficiency and Conservarion Block Grant (EECBG) Program; and WIIEREAS, the City of Saint Paul received $2,761,000 in one time funding from the U.S. Department of Energy's (DOE) EECBG Program; and WHEREAS, the City of Saint Paul committed to urilizing EECBG funds for the fallawing initiatives: 1) Saint Paul Energy Smart Homes Program; 2) Saint Paul Port Authority's Trillion BTU Program; 3) Energy Efficiency Lighting and Energy Improvements for Local Government Facilities; 4j Electric Vehicle Charging Stations; 5) Public Education and Climate Change Challenge Grants; 6) Proa am Administration; and WT-IEREAS, the Saint Paul PoR Authority's Trillion BTU Program creates a revolving loan fund to provide design and installation assistance and affordable financing for energy efficiency improvements to local commercial and industrial businesses; and WHEREAS, the Trillion BTU Program will help the City of Saint Paul reduce its greenhouse gas emissions by 25% by the yeaz 2020 and will increase the economic competitiveness of Saint Paul a�d Minnesota businesses, thus enhancing their ability to create and retain jobs; and WI�REAS, ihe City of Saint Paul wishes to partner with the Saint Paul Port Authority by issuing a subgrant in the amount of $500,000 from the CiCy of Saint PauPs EECBG funds to the Trillion B`i`U Program to allow the Saint Paul Port Auchority to design, finance, and install energy efficiency improvements and renewable energy systems in commercial and industrial buildings; and WHEREAS on November 4�', 2009 the City Counc$ passed a resolution, 09-1162, accepting changes to the City's 2009 budget and esta6lishing a Financing and Spending Plan that appropriated $500,000 to the Saint Paul Port Authority's Trillion BTU Program from federal grant funds; and WF�REAS, the 2010 adopted budget carried forwaed the unspent balance of these funds, making them available for appropriation to the Saint Paul Port Authority in 201�; NOW, THEREFORE, $E IT RESOLVED, by the City Council of the City of Saint Paul that Mayor Chris Coleman, as Chief Executive Officer of the City of Saint Paul, is herby authorized and directed to issue a subgtant in the amount of �500,000 from the Energy Efficiency and Conservation Block Grant Program funds to the 5aint Paul Port Authority's Trillion BTU Proa am; and be it
