This is in the matter of the petition of William Knowlan to rezone from
"C" residence to "Commercial," lots 1, 2, 3, 4 - block 7 - Holcombe's
Addition to St. Paul. The property under`consideration is adjacent to the
southwest corner of Hague and St. Albans., The pppperty has a frontage of
160' on Hague and 110', on St. Albans. The applicant has petitioned for
this re-zoning for the purpose of establishing a Super Market and parking
lot on these premises.
The ,applicant's statement as to his reasons for this rezoning petition are
contained in a letter filed May 21, 1956. The tentative development of the
property is shown on a plan dated April 14, 1956. Adjacent land uses are
as follows: there is a church across St. Albans to the east: there are a
mixture of single-family and multi-family residential structures to the
north, west and south. Diagonally across St. Albans and Hague to the north-
east is an existing commercial store building which is presently occupied
by the applicant's grocery store.
The Zoning Board is opposed to this proposal and recommends that it be
denied for two general reasons: one, the tract under consideration, by
virtue of its relationship to other land uses in the area, is not inherently
commercial in character and a grave deviation from sound zoning practice
would result if this relatively small tract of land were singled out for a
commercial classification within an area which is predominantly residential
and institutional in its use. The validity of this observation is amplified
by the fact that there has been no showing that there is an inadequacy of
available commercially zoned land in this area inasmuch as Selby Avenue,
which is zoned commercially on each side of the street for practically its
entire length is located one block to the north. It is the Zoning Board's
opinion that the objectives of sound community development can best be
obtained if commercial activities are consciously grouped into prescribed
districts and insulated from other less intensive activities such as resi-
dential occupancy. Indeed, this is the concept which underlies Saint Paul's
entire zoning plan.
The second reason for the Zoning Board's denial of this petition is based
on an analysis of the specific activity which the applicant seeks to establish
at this point. According to his statements, the applicant has outgrown his
present quarters adjacent to the northeast corner of Hague and St. Albans and,

therefore, seeks to establish a larger Super Market facility on the tract
under consideration. This building would occupy 93' of the westerly portion
of the site and extend to a depth of 96'. It would come within 2' of the
westerly side-yard line and 4' of the Hague avenue frontage. There would
be 10' availhble at the rear adjacent to the alley for service and loading.
The applicant's plans call for a parking lot on the easterly half of the
site which would have a capacity of 22 cars. On the basis of rather substantial
experience relative to the traffic-generating characteristics of this kind of
facility, the Zoning Board finds that a facility of this kind should be pro-
vided with a minimum of 50 car spaces. Thus, the applicant's plans are serious-
ly deficient in this respect inasmuch as there is a shortage of approximately
28 car spaces. It is the Zoning Board's opinion that this fact alone would
be productive of serious consequences in this relatively high density resi-
dential neighborhood which is already experiencing congestion due to the
inadequacy of available off-street parking spaces for the occupants of resi-
dential structures in the area and the employees and patrons of the commercial
facilities oriented adjacent to Selby Avenue.
The Zoning Board also finds that the existing building line in this rather
congested high-density neighborhood is in the neighborhood of 10' . The
applicants plan to extend the building to within 4' and to extend the parking
lot to the actual property line. The applicants also propose to extend their
building to within 2' of the westerly property line which does not provide
sufficient side-yard space to protect the interests of the adjacent residential
structure, most particularly from the standpoint of adequate light and air and
the satisfaction of the requirements of fire prevention and public safety.

The Zoning Board feels that disposition of this proposal will have a funda-
mental bearing on St. Paul's impending urban renewal program which, among
other things, will address itself to the problem of the rehabilitation of
areas such as this and will also deal with the improvement of the utility and
convenience of older shopping districts such as Selby Avenue.
The Board suggests that the applicant consider the advisability of orienting Ihte
activities in the vicinity of Selby Avenue in the event he wishes to continue
in this neighborhood, and the general desirability of utilizing the resources
that will be made available through the Urban Renewal program for the execution
of his plans.

On July 12, the City Council laid over until July 19 for further consideration
the matter of the petition of William Knowlan to rezone certain property ad-
jacent to the southwest corner of Plague and St. Albans. This matter was-re-
ferred back to the Zoning Board pursuant to a statement filed by Mayor Dillon
which expressed, among other things, the hope that some type of an agreement
could be worked out with reference to this particular problem which would not
jeopardize the present zoning in the neighborhood and citing the desirability
of the furtherance of the Urban Renewal program in considering matters of this
kind.
Pursuant to this referral, the Zoning Board met with Mr. William Knowland and
his .attorney, Mr. Richard Kyle, on the afternoon of July 12, 1956, for the
purpose of reviewing the entire matter.
At that time the basis for the Board's recommendation to the City Council that
this matter be denied was reviewed. It was pointed out that the Board felt
that the property south of Hague should, in general, be used for residential pur-
poses and that the southerly extension of the Selby Avenue commercial district
should terminate on the north side of Hague Avenue.
It was pointed out that in addition to this basic question of land use planning,
the Zoning Board also felt that the applicant's plans were seriously deficient
with reference to off-street parking there being provision for only twenty-two
car spaces incident to the proposed super-market operation whereas the minimum
standards that might be applied to a facility of this size would call for fifty.
Because the small size of the applicant's site did not permit any basic modi-
fication of the plans so as to provide more parking and because of the inherent
conflict of viewpoint with reference to the propriety of commercial uses at this
point, it was recognized b)rtall concerned that a compromise solution on the
locat�. n proposed by the applicant would not be productive bf agreement by the
party nvolved.
There was then general discussion of an alternative solution proposed by the
staff of the Zoning Board and Planning Board to the effect that the applicant's
and the community's interests might be better served if consideration were given
to the development of the applicant's property adjacent to the northeast corner
of Hague and St. Albans which is his present store location. Mr. Knowlan
presently owns 80 feet of frontage at this location which could be developed as
a super-market facility. If this were done, the property adjacent to the south-
west corner of Hague and St. Albans which is presently being considered for re-
zoning could be used for parking on an terim.ba's1s.
As the Urban Renewal program progresses and efforts are directed toward the
rehabilitation of the Selby Avenue commercial district, additional off-street
parking space will be created to the east of the present store building
adjacent to the north side of Hague. This can be accomplished by removing the
existing housing which presently is adjacent to the rear of the Selby Avenue
stores and which actually occupies some of the Selby Avenue frontage. This
is not a radical plan nor will it require a major amount of effort. The
acquisition of twelve to fifteen homes in this area would provide enough park-
ing space to have a major stabilizing and rehabilitating effect on this declin-
ing shopping district. The schematic relationships suggested are illustrated
on the attached area plan.
It was the view of the Zoning Board that the merits of this alternate proposal
should be carefully investigated by both the applicants and the City as one of
the aspects in determining the justification of re-zoning the property to the
south and west of the applicant's existing site. After hearing the discussion
of this matter by the Zoning Board and the staff, the applicants expressed the
thought that it was their sincere belief that there was no basis for further
discussion or negotiation and the applicants left the meeting at this point.
The Zoning Board herewith submits this letter as a supplementary report to its
original recommendation concerning this proposal in the hopes that the infor-
mation contained therein will assist all parties concerned in understanding the
factors which were taken into account as a basis for the Zoning Board's re-
commendation that this petition to re-classify the property adjacent -to the south-
west corner of Hague and St. Albans from "C" residence to "Comore cial" be denied.

I believe that we should refer this matter back to the 4 N,4 t . Board
for further consideration with the hope that some type of an agreement can
be worked out which would not jeopardize the present zoning in this
neighborhood. Although this Council has an obligation to assist small
businessmen and I am more than willing to actively participate in any
assistance we may give them, we owe also an obligation to the community
at large to not only maintain twesent residential areas but to strengthen
our zoning and building code laws and to improve them and this policy
should apply to the Selby Avenue neighborhood as well as the Highland
Park area or any other area in town.
The City is entering on the threshold of a brand new concept, Urban
Renewal, and we should do everything in our power to assist this idea
now as well as we shall in the future when Urban Renewal becomes an
actuality.
