consent of the Comptroller, and the City Council, without advertisement er competitive
bids, such supplies as may be required for the operation of the various Park Refectories,
for a period of one year, such its which by reason of patents, and/or copyrights are
sold at uniform prices, and ne advantage can be secured by competitive bids (such supplies
including pop and beer) —
