2 RESOLUTION APPROVING THE USE OF
3 NEIGHBORHOOD STAR YEAR-ROUIJD LOAN PROGRAM FUNDS

5 WHEREAS, on November 18, 2009 the Neighborhood STAR Board reviewed a proposal for
6 building improvements to171 Front Street to create new offices for the District 6 Community
7 Council; and,
8
9 WHEREAS, the proposal provides for much needed capital improvements that wilt make a
10 considerable difference in Ward 5; and,
11
12 WHEREAS, it is the intent of the Saint Paul City Counci! to participate in the financing of
13 these activities by providing up to $35,000 of grant doilars through ihe Neighborhood Year-
14 Round Loan Program; and,
15
16 WHEREAS, because this proposal is of substantial community significance, a waiver of the
17 STAR Guideline regarding the required 25% cap of total STAR grant dollars allowed for
18 each Year-Round STAR Loan Program project is recommended and,
19
20 RESOLVED, that the Council of the City of Saint Paul hereby authorizes and directs the
21 appropriate City officials to execute the necessary grant documents to implement this
22 Resolution, subject to approval by the City Attorney; and be it
23
24 FURTHER RESOLVED, the Saint Paul City Council authorizes and directs the staff of the
25 Department of Planning and Economic Development to proceed with ail other action
26 necessary to implement this Resolution; and be it
27
28 FINALLY RESOLVED, that upon recommendation of the Mayor, pursuant to Section
29 10.07.4 of the City Charter, the City Council does hereby amend the current budget for the
30 Neighborhood STAR Year-Round Loan Program in the following manner:
