10-376Council File # 10-376 Green Sheet#3104876 RESOLUTION CITY O Presented by MINNESOTA � I WHEREAS, the Minnesota Department of Natural Resources has made grant fundmg avaiiable through the 2 Community Conservation Assistance (CCA) Program to assist local governments with obtaining baseline land cover ; data and the integration of land cover and natural resources information into local development and conservation 4 plans, policies, and practices; and 6 WHEREAS, the City of Saint Paul, Parks and Recreation Department was provided City Council permission 7 to seek CCA funding under Council File #10-109 in order to obtain tree canopy and land cover assessment data in 8 order to create urban tree canopy goals, and has since been awarded $21,000 through the CCA program; and 9 10 W HEREAS, completion of canopy and land cover assessment requires that the Qty of Saint Paul, Parks and ! I Recreation Department contract this work out to the University of Minnesota, Department of Forest Resources 12 Remote Sensing and Geospatial Analysis Laboratory ; and 13 14 WHEREAS, the grant agreement requires that the grantee mdemnify the State, its agents and employees I S from any claims or causes of action arismg from performance of the grant agreement and 16 17 WHEREAS, the Saint Paul City Council finds that accepting the grant funds and completing a land cover 18 assessment will provide necessary data in order to create {ong term goals for the enhancemeut and preservation of 19 the urban forest ; and 20 21 WHEREAS, the expenditure of public funds, which includes the promise of indemnification, for such a 22 purpose will facilitate and enable it to take place; now, fherefore, be it 23 24 RESOLV ED, that the appropriate city o�cials are hereby authorized to enter into the attached grant 25 agreement, which includes a�� indemnification dause and to accept the funds on behalf of the City. 26 27 BE IT FURTHER RESOLVED, that the City Council grant permission for the appropriate City Officials to 28 afsQ enter into an agreement with the University of Minnesota to complete the wQrk specified in the grant. Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why): The MN DNR's Community Conservation Assistance Program has funding available for local govemments to gather land cover data. The City of St. Paul is eligible for a grant awazd in the amount of $21,000 through June 30, 2011, to gather tree canopy data. This work would be completed by the U of M Forest Resources Dept. after which Pazks & Recreation Forestry staff would create long term goals for urban forest preserva6on. AdvaMages If Approved: The land and canopy cover assessment data will enable Parks & Recrea6on Forestry to make educated, well-planned management decisions, goals and protocol.
