RESOLUTION APPROVING THE USE OF
NEIGHBORHOOD STAR YEAR-ROUND LOAN PROGRAM FUNDS
FOR A PROJECT IN WARD 2
WHEREAS, on February 10, 2010 the Neighborhood STAR Board reviewed a proposal from
Fiealth East Care System for STAR funding to install a new corridor alfowing City Passport Program
customers easier elevator access to their new space in downtown Saint Paul; and
10 WHEREAS, the proposal provides for much needed capital improvements that will assist this
i l nonprofit organization in their disiocation caused by the City's interest in attracting Gray
12 Research to City Passport's former location in Ward 2; and,

14 WHEREAS, it is the intent of the City Council to participate in financing this activity by providing
15 an $1,100 grant through the Neighborhood STAR Year-Round Loan Program; and,

WHEREAS, because this proposal is of substantial community significance, a waiver of the
STAR Guideline regarding the required 25% cap of totai STAR grant dollars allowed for each
Year-Round STAR Loan Program project is recommended; now, therefore be it
RESOLVED, that the Council of the City of Saint Paul hereby authorizes and directs the
appropriate City officials to execute the necessary grant documents to implement this Resolution,
subject to approval by the City Attorney; and be it
FINALLY RESOLVED, the Saint Paul City Councii authorizes and directs the staff of the
Department of Planning and Economic Development to proceed with all other action necessary
to implement this Resolution.
