Dear Sir: This is in the matter of the petition of Tobin-Smith to re-zone from "A" residence to "Com>lercial," the property bounded generally by Conway, Etna, Clarence and the Old Hudson Road. This property is described as lots 5 through 8 of block 5 and lot 1 of block 6, Eastview Addition No. 3 The property is presently vacant. The applicants propose to establish a community shopping center which will include a medical clinic, drugstore, hardware store, st.per market and five additional buildings for which no tenants have as yet been secured. The applicants are also proposing to re-zone the four lots adjacent to the northwest corner ojf Conway and Etna which is directly to the north of the main tract for the purpose of developing a filling station. The total amount of land involved in this petition is 11.14 acres. The Board has revi wed the applicant's plans in some detail including the economic analyses hich were submitted to justify the need for a commercial development at thi$ point. As the plans presently stand, the applicant would need to provide approximately 700 cars on the site to insure a four to one ratio of parking to building area. There is actual space on the site for .approximately 1000 ;cars. Therefore, it is evident that the off-street park- ing available is amiple. The surrounding area is vacant and is owned primarily by the developer. Preliminary review of the applicant's plans denote no major problems from the standpoint of traffic design and the Traffic Engineer has no objection from this standpoint. It is anticipated that the final plans can be reviewed in detail. In consideration of the fact that evidence indicates that a community shopping center at this point would be of substantial benefit to the surrounding area and that the applicant' ' plans are developed in such a way as to eliminate adverse effects on the use cf adjacent property or traffic facilities, the Zoning Board -1- E ' 0 G' File: 3418 Tobin-Smith feels that this re-zoning petition to establish a community shopping center at this point is a proper one and if granted will result in an improvement which will be of substantial benefit to the community. In consideration of these factors, the Zoning Board recommends that this petition be granted pursuant to the statements documented by the applicant in his letter of April 9, 1956 and in accordance with the general relationships established on the site plan filed April 18, 1956.
