1 RESOLUTION REFERRING TAE DISTRICT 9 SMALL AREA PLAN BACK TO THE
2 FORT ROAD FEDERATION FOR FURTHER CONSIDERATION

WHEREAS, the District 9 Small Area Plan was begun more than five years ago by a task force
established by the Saint Paul Planning Commission consisting of representatives from residents, local
businesses, community groups, and religious institutions under a multi-year process with assistance
from the Fort Road Federation; and

10 WHEREAS, the task force began working in July of 2Q04, continued working through the summer of
11 2005, and presented a draft plan at the 2006 annual meeting of the West 7`" StreeUFort Road
12 Federation for their review; and

14 WHEREAS, the plan was adopted by the Fort Road Federation in the summer of 2006; and
15
16 WHEREAS, in the intervening three and a half years, one particular neighborhood in District 9 has
17 seen a disproportionate rash of foreclosures and vacant properties that were never contemplated in the
18 original plan, resulting in that neighborhood being designated an Invest Saint Paul target area; and
19
20 WHEREAS, changes have been made in zoning guidelines for non-conforming duplexes and
21 triplexes to revert back to their underlying zoning when the property has been a registered vacant
22 building for a period of 365 days or more; and

WHEREAS, a level ofinveshnent in commercial properties on West 7' Street and Randolph Avenue
has occurred in the intervening years that was never contemplated in the original plan; and
WHEREAS, opportunities for further large-scale development at ihe Schmidt Brewery and Victoria
Park have suddenly opened up witkun just this past year; and
WHEREAS, several new environmental laws and environment-related zoning changes on the river
have occurred in the target area since the original plan was voted on by the Fort Road Federation; and
WHEREAS, new transit, transportation, street improvement, and parking cancems that were not
contemplated in the original plan have arisen in the intervening years; now therefore
BE IT RESOLVED, that the District 9 Small Area Plan be re-referred back to the District 9 Planning
CouncillFort Road Federation to update the plan in light of the above major changes in circumstances
in the West 7` Street neighborhood.
