WHEREAS, it has been reported to the Council by the Commissioner of
Public Works that a sudden and unexpected emergency has arisen in that there
is immediate necessity for the repair of damage to City streets, sidewalks,
curbing, sewers and bridges and for the removal of debris, all resultant
from the unprecedented rain storms during the last half of the month of June,
said condition creating an extremely hazardous situation and potential further
damage, injury and destruction, and
WHEREAS, it has been estimated by said Department that the cost of
alleviating said dangerous condition will be not less than the sum of $110,000.00;
and
WHEREAS, there are no available funds for expenditure to relieve said
dangerous condition, and
WHEREAS, by reason of the premises above, an emergency exists within
the provisions of Section 206 of the City Charter, therefore be it
RESOLVED, that the Mayor and the City Comptroller be and they are
hereby authorized to borrow, on behalf of the City of Saint Paul, a sum not
in excess of $110,000.00, and to execute and deliver to the party or parties
making such loan the promissory note or notes of the City of Saint Paul, payable
to such party or parties, bearing interest at a rate not to exceed two per cent
per annum, said note or notes to be payable one year from the date of execution
thereof; be it
FURTHER RESOLVED, that the funds so borrowed be credited to the
Departmen ,.; of Public Works as follows, to be used solely for the purposes
herein set forth: •

Due to the excessive rains in the past 2 weeks, we have had some
severe wash downs on many of our paved streets and alleys which had
been cleaned just previous to the rains.
We have recleaned some of these streets but there are still many to
be done - attached is a list of the streets and alleys which were
affected most and the approximate cost of cleaning them. On some
spots we can clean with power sweepers, while other places must be
cleaned with hand crews, front end loaders or other equipment.
Total approximate cost, as you will note, is approximately $4,000.00.

Dear Sir:
During the period of June 1l. .through June 26, 1956, a series
of storms occurred which deposited 6.18 of rainfall in the
Saint Paul area. We have, in the past, had many storms which
deposited a greater amount of rainfall than any individual
storm in this series, however, the fact that these present storms
occurred with rapid friquency within a few days of each other
has caused an extensive amount of damage to city streets, side-
walks, curbing and sewers and has also deposited a large amount
of debris over the street areas. The damage done is more than
we are able to correct with the funds normally appropriated for
street repair and street cleaning purposes.
I have asked the various supervisors in the street and sewer
departments to submit estimates of the amount of damage to the
areas under their control, which estimate is submitted herewith.
It must be borne in mind that such an estimate is, at best,
very approximate and that the actual extent and nature of the
damage is sometimes not discovered until months after the storm.
I am also attaching two lists showing the locations and a brief
description of a portion of the repairs that have been and will
be handled by the Construction and Repair Bureau within the
next two or three weeks. This will give you some idea of the
extensive nature of the damage that was done by this series of
storms.

an approximate list only and in some instances temporary repairs
only were made and further permanent repairs are necessary. As
of the present time, the complaints are still being received at
