An ordinance amending ordinance No. 6903, entitled:
"An ordinance providing for the issuance of
resident identification cards by the City
Clerk of the City. of St. Paul, and requiring
that any person performing work for a contrac-
tor on work for the City of St. Paul shall
have such a card; and repealing Ordinance
No. 6362, approved October 28, 1924and
Ordinance No. 6502, approvedMay 260'1925.
This is an emergency ordinance rendered
necessary for the preservation of the
public peace, health and safety."

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 69O , approved December 23,
1927, as amended, be and the same hereby is further amended,
by striking therefrom Section 1 thereof, in its entirety, and
by inserting in lieu thereof the following:
"Section 1. Before any person shall be employed
on work performed for the City of St. Paul, such person
shall have a resident identification card issued by the
City Clerk of the City of St. Paul. Said card shall
read as follows:
City of Saint Paul

Resident Identification Card
This is to certify that the bearer ,
residing at , is a resident of
Ramsey County, Minnesota, and has resided in said County
for six months last past, and is entitled to labor upon
contract work being done for the City of Saint Paul.

"Contractors must not honor this card if it contains
any erasures or alteration. A transfer of this care,
or alteration thereof, is a misdemeanor.
"THIS CARD MUST BE IN THE POSSESSION OF THE APPLICANT
DURING HIS TERM OF EMPLOYMENT WITH ANY CONTRACTOR DOING
ANY WORK FOR THE CITY.
"This card has been issued by the City Clerk of St.
Paul, after the applicant had been duly sworn and
presented evidence of his residence supported by
facts, showing that he is entitled to the card.
"THIS CARD WILL EXPIRE DECEMBER 31, 19
AND MUST BE RENEWED.

"Said card shall expire on the 31st day of December
following the date of issuance."
Section 2. That said Ordinance No. 6903, as amended, be and
the same hereby is further amended by striking therefiom Section 2
thereof in its entirety, and by inserting in liaithereof the
following:
"Section 2. Before the City Clerk shall issue any
such resident identification card, he shall take from
the applicant therefor an affidavit which shall read
as follows:

" 'AFFIDAVIT COVERING RESIDENT IDENTIFICATION

" 'The undersigned, residing at
, being duly sworn, deposes and
says that he is now and has been a resident of

to the date hereof; that he makes this affidavit
for the purpose of having issued to him a resident
identification card under the provisions of
Ordinance No. , and amendatory acts
thereof.

Section 3. , That said Ordinance No. 6903, as amended, be and
the same hereby is further amended by striking therefrom Section
3 thereof in its entirety, and by inserting in lieu thereof the
following:
"Section 3. The City Clerk shall further satisfy
himself that the applicant is, and at the time of
application had been for six months prior thereto,
a resident of Ramsey County, Minnesota."
Section 4. This ordinance is hereby declared to be an
emergency ordinance rendered necessary for the preservation of
the public peace, health and safety.
Section 5. This ordinance shall take effect and be in
force from and after its passage, approval and publication.
