That Ordinance No. 69O , approved December 23, 1927, as amended, be and the same hereby is further amended, by striking therefrom Section 1 thereof, in its entirety, and by inserting in lieu thereof the following: "Section 1. Before any person shall be employed on work performed for the City of St. Paul, such person shall have a resident identification card issued by the City Clerk of the City of St. Paul. Said card shall read as follows: City of Saint Paul Card No Resident Identification Card This is to certify that the bearer , residing at , is a resident of Ramsey County, Minnesota, and has resided in said County for six months last past, and is entitled to labor upon contract work being done for the City of Saint Paul. A transfer of this care, or alteration thereof, is a misdemeanor. "THIS CARD MUST BE IN THE POSSESSION OF THE APPLICANT DURING HIS TERM OF EMPLOYMENT WITH ANY CONTRACTOR DOING ANY WORK FOR THE CITY. "This card has been issued by the City Clerk of St. Paul, after the applicant had been duly sworn and presented evidence of his residence supported by facts, showing that he is entitled to the card. "THIS CARD WILL EXPIRE DECEMBER 31, 19 AND MUST BE RENEWED. City Clerk "Said card shall expire on the 31st day of December following the date of issuance." Section 2. The City Clerk shall further satisfy himself that the applicant is, and at the time of application had been for six months prior thereto, a resident of Ramsey County, Minnesota." Section 4. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. Section 5. This ordinance shall take effect and be in force from and after its passage, approval and publication.
