RESOLIITION ACCEPTTNG LOCAL HOUSING INCENTIVE ACCOUNT GRANTS FROM THE
METROPOLITAIV COUNCIL FOR THE MCASA/iVIODEL CITIES AND EAST SIDE COMMONS SITES
WHEREAS, the City of Saint Paul parkicipates in the Local Houszng Incen'ves Account (LHIA) program
of the Metropolitan Council to expand and preserve lifecycle and affordable rental and ownership housing
in the region; and
WHEREAS, the MCASA/Model Cities of Saint Paul, Iuc. applied to the Metropolitan Council for a LHIA
gxant to acquire at least 7 pazcels in the Thomas-Dale and Summit-University neighboxhoods to remodel
and sell to eligible home-buyers on a lease-to-purchase; and
WAEREAS, the Twin Cities Housing Development Corporation (TCHDC) applied to the Mehopolitan
Council for a LHIA grant for the East Side Commons sites, which include Bradley Terrace, the G.A.
Johnson Townhomes, the York Village Townhomes, and 592 Simms Avenue; and
WHEREAS, the Metropolitan Council awarded MCASA/Model Cities a LHIA grant of $ I 50,000, for
which the City must be the grantee; and
WHEREAS, the Metropolitan Council awarded the TCHDC a LHIA grant of $575,000. for which the City
inust be the grantee; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby
certify that $725,000 in funds aze available far appropriation in excess of those estimated in the 2010
budget and recommends the £ollowing changes to the 2010 budget:
