Dear Sir: This office represents Leonard Steiner, Lawrence M. Steiner, and Marie Gall, owners of Lots 7, 8, 9 and 10, Block 7, Wifelburg Hills, St. Paul, which property is situated on the South side of Hawthorne Avenue just East of Rice Street, between Rice Street and Park. Also included within this Application is the portion of the North-South alley between part of Lot 10 and Lot 9, which abuts on Hawthorne Avenue. Our clients propose to erect a building on these premises, or buildings, for use as an off-sale liquor store, a drug store, and a super market. These buildings would be constructed on Lots 7, 8, 9, and on Lot 10, except the Westerly 40 feet thereof, all in Block 7, Wifelburg Hills. We have submitted to the City Planning Office two copies of Plans setting forth the proposed structures in detail, and showing thereon certain of the buildings extending to a line two feet South of the Southerly sidewalk line of Hawthorne. This will be the rear of the proposed buildings, which will front on a parking area running from Maryland Avenue to the North. It appears that the other property on the South side of Hawthorne between Rice and Park which will be affected by this building line change is described as Lots 1 through 6, Block 7, Wifelburg Hills. We are enclosing herewith a Petition signed by certain of these property owners stating in substance that they have no objection to the revision of this building line to permit the construction of the buildings up to two feet from the South line of the South sidewalk of Hawthorne, as shown in detail in the Plans which we have submitted. This Petition is presented to you with the request that you forward the same to the City Planning Office and to the City Council in accordance with the provisions of Section 20, Paragraph j of Ordinance Number 5840. At the present time a portion of the property between Hawthorne and Maryland on Rice Street is occupied and used by the Steiners and others for commercial purposes, and it is the intent of our clients to develop the remainder of the property in accordance with the Plans which we have submitted. We believe that the requirement of a twenty-five foot building line on Hawthorne would make it 1.5 very difficult for our clients to develop this property for the proposed use of the super market, since it would substantially limit the area which would be available to them for parking purposes, which parking area is essential for a commercial development of this type.
