Gentlemen:
Various inspections have been made of the combination
store and two-apartment building at 854 Payne Avenue ,
described as Lot 26, Chas. Weide 's Subdivision of
Block 37 of Arlington Hills Addition.
This is a two story frame building , approximately 20
by 61 by 24 feet. It is over fifty per cent dilapidat-
ed, walls are out of plumb, floors out of level, roof
sats, a fire destroyed the center room on the first floor,
the south wall is gutted, windows and doors are rotted
out, only one means of egress from the front apartment
on the second floor. The building is very old and deter-
iorated beyond reasonable repair and dangerous to life,
limb, and adjoining property and should be wrecked and
removed.
The last known record owner is Clara Ruza , 824 Ottowa
Avenue , St. Paul 7 and Leo Riemer, 854 Payne Avenue ,
St. Paul 1. Danger Notices have been posted.
Please institute condemnation action in accordance with
Section 107.2 of the Building Code of the City of St.
Paul by setting a hearing date.
