TO REZONE LOTS 8, 9, 10, Block 1, Desnoyer Park, City of St.Paul * #$:*** *i;-3'ci:-x'.4i;d;':'**i:***it .i::;-1 z#*:c-.cs::3 *:'***•;:*N.* **it.** The petitioner in the within entitled matter, Motor Cargo, Inc. , is an Ohio corporation, licensed to do business in the state of Minnesota. The corporation is engaged in the business of the interstate shipment of freight by motor vehicle. In terms of ton- nages hauled, capital investment, area served, and number of employ- ees, it is one of the largest organizations in the transportation industry. At its present location on the northeast corner of Raymond and St. Anthony Avenue, the corporation has, at present, a large docking and transfer facility, together with a parking area and some warehouse space. Its local office is at this location, and the regional business of the twin cities area is handled from this office. Mr. Thomas Farrell is the regional manager of the corpora- tion for the Saint Paul region. The corporation has also acquired the property on the north- west corner of the intersection of St. Anthony and Raymond Avenue. It is this property on the northwest corner of the intersection which is the subject of the within petition. It is the intent of the corporation, if the petition is granted, to remove the dwelling which is now located on the property, and to erect on the premises at the northern edge thereof a one-story con- crete block and steel construction modern garage facility. The build-4 ing will be a pp roximatel y 4 0 x 60 feet square, and approxima t ely 18 feet high, and will cost approximately fifteen thousand dollars. The building will house the usual tractor maintenance facilities necessary to the performance of routine shop maintenance on the equipment of the company. About three men will be employed in the garage. * 4 MEMORANDUM page 2. At present, it is necessary for the corporation to have the maintenance of its tractors performed at some distance from the terminal facilities at a large cost. This phase of its operation is uneconomical and inefficient. To bring the maintenance opera- tions of the organization up to a high standard of efficiency and economy, it is necessary that the garage be erected on the premi- ses covered by the petition. The garage itself will be located north of the east-west line of the present terminal facilities so as to provide an unobstructed area for the proposed highway development, if needed by the state. A survey has been made of the area and is available for your inspection, if desired. This property is located adjacent to the ortheas ) corner of Raymond and St. Anthony. The property is an irregular tract with a frontage of 157.76' on St. Anthony and 218.3' ,on Raymond. It is presently occupied by a single-family home which the occupants propose to remove to provide a site for the construction of a 40' x 60' maintenance garage in conjunction with a trucking operation in this area. The details of this proposal are outlined in the applicant's letter of November 26, 1956 and an undated supplementary memorandum signed by Thomas M. Quale, attorney for the applicants. Copies of these two documents are included with this file. Briefly, this re-zoning, if granted, would provide a site for an additional maintenance facility incident to the Motor Cargo operation in this area. Adjacent land uses are primarily industrial in character north of St. Anthony. This property is directly adjacent to the proposed right- of-way of the east-west portion of the proposed interregional highway. This proposal has been approved by the District Engineer of the State Highway Department, Mr. McCoubrey, under a letter dated November 7, 1956. Mr. Shepard, Chief Engineer of the City of St. Paul, has suggested that any future development in this area be required to stay back 50' from the north line of St. Anthony so as to assure no conflicts with the highway development and provide a space for landscaping. The applicants have agreed to this suggestion. Inconsideration of the industrial nature of adjacent land uses and the fact that this parcel will be located in a narrow strip between an interregional highway and the Milwaukee Railroad tracks, the Board of Zoning finds that a "light industrial" classification is proper' his property. \1\\\44 t\0 J Re: Motor Cargo -2- The Board further finds that the particular activity contemplated for this tract will be consistent with the existing character and development of this area.
