WHEREAS, it has been reported to the Council by the Commissioner of
Public Works that a sudden and unexpected emergency has arisen in that there
is immediate necessity for the repair of damage to City streets and sewers
and for the removal of debris, all resultant from the unprecedented rain
storms of August 2 and 3, 1956, said condition creating an extremely hazardous
situation and potential further damage, injury and destruction, and
WHEREAS, it has been estimated by said Department that -the cost of
alleviating said dangerous condition will not be less than the sum of $47,623.00;

and
WHEREAS, there are no available funds for expenditure to relieve said
r dangerous condition, and
WHEREAS, by reason of the premises above, an emergency exists within
the provisions of Section 206 of the City Charter, therefore be it
RESOLVED, that the Mayor and the City Comptroller be and they are
hereby authorized to borrow, on behalf of the City of Saint Paul, a sum not
in excess of $47,623.00, 'and to execute and deliver to the party or parties
making such loan the promissory note or notes of the City of Saint Paul, payable
to such party or parties, bearing interest at a rate not to exceed two per cent
per annum, said note or notes to be payable one year from the date of execution
thereof; be it
FURTHER RESOLVED, that the funds so borrowed be credited to the
Department of Public Works as follows, to be used solely for the purposes
herein set forth:
Emergency Street Repairs Code 11-A6 $ 8,803.00
Emergency Sewer Repairs Code 12-A6 34,592.00
Emergency Street Cleaning Code 13-B6 4.228.00
Total $ 47,623.00

Dear Sir:
Pursuant to your request I an submitting herewith a statement
of emergency repairs to streets and severs made necessary by the ex-
cessively heavy storm ending the morning of August 3, 1956. These
projects which have or will require special emergency repairs and re-
construction are as follows:
Retaining Wall on Curtice Street near Brown Ave. $ 3,872
Repairs and Cleaning of streets and catch basins
in 6th District (West Side) 5,659
Upper Afton Road, Flandrau Place to Hazel -
Repair washouts and install bituminous
gutters 3,500
Reconstruct Sewer - Rice Street between College
and Summit, including repaving 34,592
Total $47,623
It is requested that an emergency resolution be drawn covering
the aforesaid amount of $47,623 - to be credited to the following funds:
