"An ordinance providing for the installation and regulation
of parking meters; establishing a metered area within which
parking meters may be installed; establishing zones thin
which parking of motor vehicles shall be permitted fo speci-
fied periods of time; creating a Parking Meter Fund; epeal-
ing inconsistent ordinances; and providing a penalty or the

minute-one nickel parking meters. The Committee has also reviewed the usage
of those meters which have been designated as 15 minute-one nickel. As a re-
sult of this review, the Committee requests the preparation of an ordinance
effectuating the following:
