10-294CITY Presented by RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAINT PAUL, MINNESOTA AUTHORIZING SUBMITTING THE GOOGLE FIBER-TO-THE-HOME PROPOSAL 10 11 12 13 WHEREAS, in 2005 the City Council retained the services of Springsted, Inc., to "examine Saint Paul's broadband technology needs in four key areas: resident's disparity issues (Digital Divide), economic development, education and City of Saint Paul operations"; and WHEREAS, Springsted's 11�-page BITS Study was presented to the Saint Paul City Councii on May 24, 2006, and among the numerous findings: 1) identified three technological options for the City to consider based on the current broadband infrastructure available to the City, 2) provided three ownership 14 options for the City to consider; 3) recommended that a broadband strategy advisory committee be 15 fiormed; and 16 17 18 19 20 21 22 23 29 25 26 27 28 29 30 31 32 WHEREAS, on June 28, 2006, the City Council appointed a broadband advisory strategy committee {subsequently named the Broadband Advisory Committee), to consider, among other things, recommendations on ownership and technology strategies to provide broadband access city-wide including addressing digital divide issues, economic development and City of Saint Paul operations; and WHEREAS, on September 26, 2007, the City Council accepted the Broadband Advisory Committee's "Report on the Future of Broadband in Saint Paul," incfuding its recommendations that stated, 1) "Create a partnership of public institutions and build the core of the Commu�ity Fiber Network", and 2) "Leverage the Community Fiber Network to facilitate the construction of an open access fiber network throughout Saint Paul;' and WHEREAS, on February 10, 2�10, Googie announced that it p{ans to launch an experiment to test ultra-high speed broadband fiber-to-the-home networks, with trial locations in one or more communities in size between 50,000 to 500,000 in population; and WHEREAS, Google issued Council File # 10-294 Green Sheet # 3102836 RESOLUTION AINT,PAUL, MINNESOTA � a national Request for Information asking local governments and Google's fiber optic trial by completing Google's on-line applicatio� 33 residents to express their interest in 34 proposal by March 26, 2010; and 35 36 37 38 39 40 41 42 43 44 WHEREAS, Google's trial experiment is in line with the City's previous commitments since 2005 to broadband expansion opportunities in Saint Paul, including the submittal of ARRA NTIA BTOP grant application through the Ramsey Broadband Coalition (RBC) by March 26, 2010; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Saint Paul authorizes that, Mayor Chris Coleman, as Chief Executive Officer of the City of Saint Paul, is hereby authorized and directed to participate in the submission of a proposal response to Google's Request for Information by no later than March 26, 2010; and be it; 10-294 4 5 FURTHER RESOLVED, that if the City of Saint Paui is awarded the Google fiber network the City 46 of Saint Paui wiil work with the RBC and Google to construct as part of Google's experiment a fiber 47 backbone network to connect the RBC member's facilities; and be it; 48 49 FURTHER RESOLVED, that if Google determines to award a trial experiment to the City of Saint 50 Paul, the City Council does hereby authorize the proper City o�cials to negotiate all terms and conditions 51 6etween Google and the City of Saint Paul; and be it; 52 53 54 55 56 57 58 59 FINALLY RESOLVED, pending a successfui resolution to these negotiations, to execute any and ali agreements and contracts between Google and the City of Saint Paul, with final approval by the City Council. Iniliating Problem, Issues, Opportunity (Who, What, When, Where, Why): Google has announced that it plans to test an ultra-high speed broadband fibex -to-the-home network(s) with trial locations in one or more communities with populations between 50,000 - 500,000. Google has asked local govemments and residents to express their interest in Google's trail by completing an on-line application proposal by Mazch 26, 2010. Advantages IfApproved: The Ciry of Saint Paul and its residents would benefit from a fiber-to-the-home network being constructed in Saint Paul, at appuently no upfront costs to implement. This would provide residents with speeds up to 1 gigabit, and offer them a wide variety of applicarions as part of the trial. It would be an open network, thus allowing incumbents to offer services on it. The application merely indicates City's interest bnt does not bind the Ciry at this fime. Disadvantages If Approved: None Disadvantages If Not Approved: The City will not be able to appiy for a fiber network that addresses some of the identified needs by the Broadband Advisory Commitee and acceptad by the Council in September 2007.
