Dear Mr. Okoneski:
On August 2, 1956, the Council referred to the Traffic
Committee for report and recommendation the application of !'
Phillips Petroleum Company to install and operate a filling fi
station at the northeast corner of Brown and Concord Streets.
On August 6, 1956, the Traffic Committee reviewed this
matter and finds no objection from the standpoint of traffic 1,)/'
control and safety. (,vv II I \
\
The operation of a filling station at this location is i '',x 1+
not expected to add appreciably to the hazards to children or l kill, •
to the bus stop location. The safety of the school crossing f\ , I`''
is not expected to be materially affected. Several members 1 er; ti- ',,,7 ft
of the Committee pointed out that a filling station is probably `-Or,mr " /1
a safer type of land use than certain other. types of commercial ti ,N -"` f C
development. g` i U /
Lieutenant Stattman reports that there has been a child ' , 4. ' k
death a
t this location but that it involved a child darting N4' ,
a th
into the street, a type of accident which is not related to \
the possible presence of a filling station.
The Traffic Committee, therefore, recommends from the ct ` , IA-
standpoint int of traffic control and safety that the application 1p
be granted. ,i
Yours very truly, f

Dear Sir:
This is in the matter of the application of the Phillips
Petroleum Company to install and operate a new filling
station adjacent to the sswiheast corner of Brown and
Concord. Vo
This property is described as lots 1 and 2, Lawton's
sub-division of block 26, Brown and Jackson Addition to
West St. Paul. The zoning is "Commercial."
The property has a frontage of 106'5" on Brown and 169'
on Concord. A portion of this site is used for single-
family home purposes and a portion of it is vacant.
The applicant's plans approved June 28, 1956, meet exist-
ing filling station standards. Field investigation dis-
closes no objection from the standpoint of adjacent land
use or traffic considerations.
In consideration- of these factors, the Zoning Board re-
commends that this permit be granted.
