Hurley Corporation Counsel B u i l d i n g Attention: Mr. Louis Sheahan, Special Assistant Dear Sir: At your request I have analyzed the awards of damages made in the partial report of the com- missioners, filed October 26, 1956, in the condemnation proceedings, File No. 295137, instituted by the State of Minnesota and the City of St. Paul for the purpose of ac- quiring certain lands for the Outer Circle Roadway on the perimeter of the enlarged Capitol Grounds. This partial report shows awards for the lands condemned therein aggregating $179,100, and I hereby report that, in my opinion, said awards are not excessive, and I, therefore, recommend that no appeal be taken from any of the awards in said report.
