RESOLVED, upon consideration of the Partial Report of Commissioners
for Awards of Damages in the aggregate sum of $179,100.O4 for the joint con-
demnation and taking by State of Minnesota and City of Saint Paul of several
of the parcels of land thereby proposed to be taken and condemned by them in
the pending Ramsey County, Minnesota, District Court eminent domain proceeding
entitled "State of Minnesota and City of St. Paul, Petitioners, vs. Joseph
Pearlman" et al, Respondents, file No. 295-137, that it appears from the
report of the Valuation Engineer that none of said reported proposed Awards
of Damages is excessive and, pursuant to the recommendation of the Corporation
Counsel in the premises, na appeal shall be taken from any said proposed
Award of Damages set forth in said Partial Report of Commissioners by or on
behalf of the City of Saint Paul, said Partial Report of Commissioners being
that dated in said matter October 26, 1956.

Dear Sir:
At your request I have analyzed the
awards of damages made in the partial report of the com-
missioners, filed October 26, 1956, in the condemnation
proceedings, File No. 295137, instituted by the State of
Minnesota and the City of St. Paul for the purpose of ac-
quiring certain lands for the Outer Circle Roadway on the
perimeter of the enlarged Capitol Grounds.
This partial report shows awards for
the lands condemned therein aggregating $179,100, and I
hereby report that, in my opinion, said awards are not
excessive, and I, therefore, recommend that no appeal be
taken from any of the awards in said report.
