An ordinance 'eranting permission to Waldorf Paper Products Company of St. Paul to construct an overhead pneumatic tube communication system connecting the buildings of said Company on the north and south sides of Wabash Avenue and crossing Wabash Avenue. This is an emergency ordinance rendered necessary for the preserva- tion of the public peace, health and safety. THE COUNCIL OF THE CITY OF SAINT PAUL DOESORDAIN: Section 1. That permission is hereby given to Waldorf Paper Products Company of St. Paul to construct an overhead pneumatic tube communication system connecting the buildin0 of said Company on the north and south sides of Wabash Avenue and crossing Wabash Avenge, said pneumatic tube communication system to consist of three overhead pneumatic tubes crossing the center line of Wabash Avenue 350 feet easterly from the center line of Hampden Avenue, the tubes to be constructed in a northeasterly and southwesterly direction at an angle of 700 with the center line of Wabash Avenue. The Commissioner of Public Works is hereby authorized to issue a permit to said Waldorf Paper Products Company of St. Paul for the construction of said overheadpneumatic tube communLo tion system, upon its compliance with the following conditions, viz: 1. Said permittee shall construct said system at its own expense, subject to the approval of the Commissioner of Public Works and the Chief Engineer of the City of Saint tA Paul, and in accordance with plans and specifi- c tions approved by them. • a app Y 2. Said permittee shall pay the cost of engineering and inspection, and for the cost of publication of this ordinance. 3. Said permittee shall,aftet the inception L11 ` of said work, prosecute the same continuously, with diligence, and fully complete said work on or before July 1, 1957. t!1 4. Said permittee shall furnish a bond to �` . the City, in the sum of $10,000.00, conditioned to comply with all the terms of this ordinance and to indemnify and save harmless said City from all liability, charges, loss, judgments, suits, costs or expense that may accrue to persons or property, occasioned by the construction of said overhead pneumatic tube communication system.
