I 3 JT i � �6 Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why): Pursuant to the provisions of Minnesota Statutes Sections 471.59 and 84.99, the City and Conservation Corps Minnesota are authorized to enter into an agreement to exercise jointly or coopecatively governmental powers common to each and to permit one governmental entity to perform services oi functions for another govemmental unit. The City of St. Paul, Dept of Parks and Recreation and Conservation Corps Minnesota wish to enter into an agreement for the use of Conservation Corps on projects funded by State grants and on grant-funded projects that aze consistent with the mission of Conservation Corps Minnesota. Advantages if Approved: The Department of Parks and Recreation will be able to provide hands-on-enviromnental stewardship and service-learning opportunities to youth and young adults while accomplisbing consezvation and natural resource management projects in Saint Paul pazks. Disadvantages If Approved: None Disadvantages If Not Approved: The Deparhnent of Pazks and Recreation wili not be able to recognize a cost effective opportLmity to provide hand-on environmental stewardship and service-leaming opportunities to youth and young adults while accomplishing conservation and natural resource management projects in Saint Paul pazks. In addition, the City will be unable to consYructively collaborate with Conservation corps Minnesota as requested by the MN DNR within the Conservation Paztners LeQacy grant proQram.
