This is an emergency ordinance rendered necessary for the preservation of the public peace, health, and safety. " Resolved Further, that the City Clerk be and he is hereby ordered and instructed to cause to be published the full text of Ordinance No. 10849 in the Saint Paul Dispatch, the Saint Paul Pioneer Press and the Saint Paul Legal Ledger; that said ordinance shall be published once in each of said newspapers not less than ten days nor more than fifteen days before November 6th, 1956, and it shall be preceded by a statement that said ordinance will be submitted to the electors of the City of Saint Paul, Minnesota , for ratification or rejection at the Special Election to be held Tuesday, November 6th, 1956 (which is the same day the State and County General Election will be held) ; and that the cost of such publication shall be paid from the Election Expense Account of the General Fund.
