That Ordinance No. 5840, approved July 7, 1922, as amended, is hereby further amended so as to rezone the west 40 feet of Lots 6, 7, 8, 9 and 10, Block 66, West St. Paul Addition, in the block bounded by Winifred, Congress, Clinton and Concord, from "B" Residence District to Commercial District. The alley is only 10' wide, so that if a commercial build«» ing were erected on the west line of this narrow alley, it would be very close-.-about 30' from the apartment windows and entrances. The applicants propose to use this property for a customers' parking lot in conjunction with that establishment. There are stores with apart- ments on the upper floors which front on Concord. The remainder of the block to the west is actually zoned "commercial" so, therefore,this proposal would have the effect of extending easterly this existing commercial zone a distance of 40' . The Zoning Board finds that this area is commerical in character and that the provision of needed parking would actually benefit the district. The Board also finds that the area can be adapted so as to conform with the City's parking lot standards when the application for the parking lot itself is actually filed.
