be permitted to install and operate a parking and staging area
for drivers' license examinations at the northwest corner of
Prior andUniversity avenues, on a parcel of land in the SO of
the NO of Section 33, ; Township 29 N. , Range 23 W. in accordance
with applicant's plansjdated August 27, 1956, subject to com-
pliance with the provisions of all ordinances governing the
operation of parking lots, and to the further condition that
sidewalks abutting said premises be kept clean and free of
ice and snow at all times.

Dear Sir:
This is in the matter of the application of the Commissioner of Highways,
State of Minnesota, in behalf of the Driver's License Examining Division of
the Highway Department, for a permit to install and operate a parking and
staging area for cars being used incident to drivers license exams which are
being administered on the property in the vicinity of Prior and University
Avenue. The property under consideration is described as follows: A parcel
of land in SW of NW of Section 33, Twp. 29N., Range 23 W. commencing at
the intersection of the W. line Of Prior Ave. t1 NE'ly line of University
Avenue; thence NE 'ly along the ItE'ly line of University Ave. 300' ; Thence
NE'ly at a right angle 160" thence SE'ly parallel to the said NE' ly line
of University Ave. to the W. line of Prior Ave.; thence south on said W.
line to the place of beginning. The Zoning is Heavy Industry.
The property under considerationlis adjacent to the NW corner of Prior and
University and has a frontage of1300' on University and 190' on Prior. The
ghas developed by the Highway Deepartment, as approved August 27, 1956 have
been reviewed by the Traffic Engineer's office and meet all existing standards
as to physical facilities. The lot will have a capacity of approximately 41
cars. Field investigation discloses no objection to this plan from the stand-
point of adjacent land use, there being a predominance of vacant and indust-
rial activities in this area.
If this plan is approved it is anticipated that a substantial improvement in
traffic operations incident to drivers license examinations will be effected
in that cars waiting drivers tests will wait on private property as dis-
tinguished from occupying a portion of through way on Prior Avenue as is now
the case. In consideration of these factors the Zoning Board recommends that
this permit be granted in accordance with the applicant's plans dated August
27, 1956.

Gentlemen:
We respectfully request the approval of our application of a parking
and staging area for our Driver License applicants at Prior and
University Avenues.
We enclose 3 copies of the application and layout of the area. Last
month we changed the direction of approach to the Drivers License
Dispatching area from a right-hand turn off Prior Avenue to the
Dispatching area in the rear of 1961 University Avenue to a left-hand
turn. This change was made with the approval of Mr. Eugene Avery,
your City Traffic Engineer, in order to relieve the congestion on
University Avenue with vehicles lined up to enter the Dispatching
Area.
The change transferred the congestion from University Avenue to
North Prior. After further study and negotiation, we contacted the
owners of the property across from our Dispatching Area where the
old Midway YMCA was located. The owners will lease this property to
the State for the staging and parking area on a 2-year lease with a
60-day cancellation clause.
We therefore request approval of the application of a parking and
staging area for Twin City applicants taking the Drivers License
examination at the Prior and University Avenue Station. Mr. Avery
has given us tentative approval to this layout.
