I am aware of the issues at this property. It was sold on contrac:t to the cuizent occupants.
I flace been workiz�g with my attorney to rescinfl the conlract and zemo�e tlie oceupants. I
am asking foz additional time to complete che proeess. The issue is that because they
owned the home on CD, I can't just show up and start removing their personal pzoperty,
even if it is junk. My attozney has filed for the cancellation of the contract and we are
now able to start the clean-up process. I hape to have this done by the end of ncxt week.
T am asking that the ciry extend my deadline from Monday 02/08/2009 to Friday

7. Appeal of Matt Boulos to an Order to Provide Gazbage Service for property at 218 Page
Street East.
Matt Boulos, appellant, appeared. Joel Essling, DSI — Code Enforcement, appeared on behalf of the
department.
Mr. Essling stated ordeis were issued on February 2, 2010 to clean out the garage which was piled
with debris and to provide proof of garbage hauling service with a compIiance date of February 8.
He said he had previously issued orders at the property to provide proof of garbage hauling service.
He said he never could confirm whether the property actually had garbage service, He provided a
photograph of the interior of the garage.
Mr. Boulos stated that he was requesting mare time to comply with the arders. He agreed that the
property was a mess and needed to be cleaned up; however, he had sold the property on a contract
for deed and legally, did not have the right to clean it up himself. He believed the owners were
"scrappers" recycling computer parts and the garage was full of computer monitors. He said when
he became aware that the owners did not have garbage hauling service at the property, he contracted
with Logan to pick up the garbage at the property. He also then discovered that there were over
$7,000 worth of assessments against the property for work which the city had done. He had
recently met with his attorney to rescind the contract for deed; however, the owner did a Quit Claim
Deed deeding the property back to him. He said he now had possession of the property, the now
"tenants" planned to move out by February 19, and he had gotten a dumpster to clean out the
garage. He said he believed he could have a crew there and have it all cleaned out by Friday,
February 12.
Mr. Essling noted that the only owner of record per Ramsey County was Matt Boulos. Ms.
Moermond responded that evidently, the contract for deed had never been recorded with Ramsey
County. She asked Mr. Boulos if he had other properties which he had sold on contract for deed
and whether those deeds had been recorded. Mr. Boulos responded that he did have other
properties and that all had been stamped as filed with Ramsey Counfy. He wasn't sure why this
contract for deed had not been recorded.
Ms. Moermond recommended denying the appeal and granting an extension to February 11, 2010 to
come into compliance.
