Dear Sir:
This is in the matter of the application of the First National Bank of St.
Paul for a permit to install a drive-in banking operation and to remodel and
enlarge an existing parking lot on the property located adjacent to the west
side of Robert between Kellogg and Fourth. This property is described as
lots 4 and 13 - block 25 - St. Paul Proper: the N'ly 25' of the S'ly 50' of
lots 1, 2 and 3 except the E'ly 20' thereof in block 25: also S'ly of the
S'ely 1/3 of lots 1, 2 and 3 - block 25 - St. Paul Proper. The zoning is
"commercial."
The applicant's plans have been reviewed and approved by the Traffic Engineer,
Briefly, they call for the establishment of a drive-in banking operation on
the Fourth street frontage just east of the Gokey Sporting Goods store.
Access to the facility is to be provided from an "entrance only" driveway
from Robert and a driveway from Kellogg which is to be used as an "entrance
only" all as shown on the applicant's attached plans. The ni vised lot will
have a capacity of approximately 37 cars. _
Cars will exit from this parking facility via an 11' driveway onto Fourth,
located between the Gokey building and the drive-in and walk-in banking
building which is presently under construction. Cars using the drive-up
teller service will park headed north adjacent to the easterly side of the
drive-in bank building and exit via a 22' driveway onto Fourth.
These plans have been reviewed by the office of the Traffic Engineer and
certain suggestions have been made concerning appropriate signs and the design
and location of the driveways and other facilities. The applicant has agreed
to develop the site and conduct the operation in accordance with all applicable
standards and such terms and conditions as may be necessary in order to mini-
mize traffic congestion.
In reviewing these plans, the Zoning Board finds no objection to this faciltty
from the standpoint of adjacent land use or traffic and feels that the appli-
• cant's plans are the logical way of developing this site for the uses speci-
fied by the applicant.
In consideration of these factors, the Zoning Board recommen,s that this per-
mit be granted.

The applicant herein, the First National Bank of Saint Paul,
requests a use permit to operate a motor bank or drive-in bank
teller's window on the Northerly one-third of Lot Four (4) and the
Northerly Fifty (50) feet of the Westerly one-half of Lot Three (3),
all in Block 25, St. Paul Proper. This building will front on East
Fourth Street between Robert and Minnesota Streets and will be
centered approximately on the above described property. Cars will
pass to the East of the building and go out into Fourth Street. Cars
coming in from Fourth Street will pass the building on the West. No
parking is anticipated in this particular area.
This application is made in conjunction with an application to
enlarge, remodel and reconstruct a parking lot already existing and
being operated by the said Bank on Lots Four (4) and Thirteen (13),
Block 25, St. Paul Proper.
At the present time the applicant herein, The First National Bank
of Saint Paul, a United States corporation, is operating a customer parking lot
on Lots 4 and 13, Block 25, St. Paul proper. This parking lot fronts on East
Fourth Street and East Kellogg Boulevard and is located between Robert and Minnesota
Streets. The said Bank is at the present time paying a license fee for a lot which
exceeds in capacity 25 automobiles. The said Bank hereby makes application to en-
large, remodel and reconstruct the presently existing parking lot by adding there-
to the following described parcels of property:
