HOLLAND, Commissioner ARTHUR F. COLEMAN, Deputy Commissioner December 7, 1956 Hon. Council City of St. Paul Dear Council Members: There is a 1 a rge f . fl- . • e ' a• • • - • • .e--hose---at 332.-.---- Front Avenue, St. Paul 3, described as Lots 1, Block 1, front Street Addition and Lots 2 and 3, Block 1, Courtland Addition. The large building is approximately 72 by 95 by 30 feet. It has a store front on the first floor at the sidewalk line , living quarters on the second floor and at the rear portions were used for a bakery and garage. It is in very bad state of repair, plaster is falling off in many areas, floors are sagged and propped up in the basement, the first floor is heated with a gas space heater with a metal flue going up through the second floor and into a bracket chimney. The wiring is very poor, plumbing leaks, and the chimney for the bakery portion is 25 feet high and leans badly. The ice house is approximately 10 by 12 feet and is in dilapidated condition. These buildings are dangerous to life, limb, and adjoining property and a fire menace. Danger Notices were posted. Lot 1, Block 1, Front Street Addition and Lot 3, Block 1, Courtland Addition are owned by Eleanor Mogren, 2116 Carter Avenue, St. Paul 8. Approx- imately two feet of the large building extends over onto Lot 2, Block 1, Courtland Addition, which property is owned by Phillips Petroleum Company, 245 East Fillmore Avenue, St. Paul 1 and Contract Purchaser Mary Wazlawik, 952 Far- rington Avenue, St. Paul 3. It is recommended that these buildings be wrecked and removed. Please set a hearing date in accordance with Section 107.2 of the building code, as first step in condemnation proceed- ings.
