RESOLUTION ACCEPTING FUNDS FROM LIVING CITIES FOR CECILE BEDOR
TO ATTEND A NEIGHBORHOOD STABILIZATION CONFERENCE
ON MARCH 14 —16, IN CAMBRIDGE, MASSACHUSETS
WHEREAS, Cecile Bedor, Director of the Saint Paul Department of Planning and Economic Development
has been invited by Living Cities, in partnership with the U.S. Deparfinent of Housing and Urban
Development, the Ash Insritute, and Hazvard University, to attend a Neighborhood Stabilizarion Conference
at Harvard's John F. Kennedy School of Government; and
WHEREAS, the Conference will be held on March 14 - 16, 2010 at the John F. Kennedy School of
Government in Cambridge, Massachusetts; and
WHEREAS, Living Cities will pay for a11 costs associated with attendance and participation in the
conference by Ms. Bedor, with an estimated value not to exceed $2,500.00; now therefore be it
RESOLVED, that upon the recommendation of Yhe Mayor, the Council of the City of Saint Paul does hereby
approve the acceptance of the payment of a11 costs associated with the participation of Cecile Bedor to attend
the Neighborhood Stabilization Conference; and be it
FURTHER RESOLVED, that the proper city officials are hereby authorized to take the appropriate actions
necessary to faciliYate the participation in the conference.

Neighborhood Stabilization Boot Camp
Overview of the Boot Camp
The Neighborhood Stabilization Boot Camp will bring together national leaders
working to strengthen communities hit hardest by the home foreclosure crisis for
two-days of intensive peer learning and solution sharing aimed at dramatically
improving current efforts to alleviate the community-level impacts of foreclosures.
The Boot Camp is March 14 - 16 at Harvard University's John F. Kennedy School of
Government in Cambridge, MA.
Background: Why the Boot Camp is Needed
The foreclosure crisis is expected to peak in 2010, with up to 2.4 million more
foreclosures on top of the 3.7 million foreclosures since 2008, according to Moody's
Economy.com. As efforts by lenders, servicers and the federal government to
prevent foreclosures and mitigate their impacts on homeowners as they occur
intensify, it is also critical to support and strengthen communities where
widespread foreclosures have already happened.
The neighborhood-level impacts of concentrated foreclosures are well known:
blight, depressed property values, diminished property tax collections and a
reduction in municipal services - a negative feedback loop that repeats and
worsens. In 2009 alone, foreclosures may reduce property values of nearby homes -
most owned by families paying their mortgage on time - by more than $500 billion,
according to the Center for Responsible Lending.
The federal government has awarded $3.92 billion through the Neighborhood
Stabilization Program (NSP) to help communities respond to large numbers of
foreclosures, with additional money for technical assistance. An additional $1.92
billion will be awarded early in 2010. Federal funds are helping cities, states and
nonprofit organizations purchase and rehabilitate foreclosed homes as part of
stabilization strategies. The early results of the NSP have been mixed, with many
communities reporting challenges responding to rapidly deteriorating local

Participants in the Boot Camp
The primary participants in the Boot Camp will be teams of at least 6 senior-level
individuals representing key neighborhood stabilization actors working in 12-14
cities or regions. The cities/regions will be identified and invited by Living Cities.
Generally, teams will be required to consist of the following:
1. A senior local government official with responsibility for stabilization.
2. A senior state government official with responsibility for stabilization.
3. A senior representative of a private sector institution active in property
acquisition, rehabilitation and/or disposition.
4. A senior representative from a coalition, public-private partnership or
similar group active in stabilization.
5. A senior representative from local philanthropy or civic ]eadership.
6. Open slat.
Other participants will include senior officials from the federal government (HUD,
Treasury, and the Government Sponsored Enterprises); executives from financial
institutions, investment firms and servicers; leaders from national nonprofit
organizations; senior staff from foundations supporting stabilization efforts; and
other leading experts on the issue.
These participants will be identified and invited by Living Cities. Some will serve on
the "faculty" of the Boot Camp, organizing panel discussions and serving as
resources to the discussions between the city/region teams.
Sponsorship of the Boot Camp
The Boot Camp is sponsored by Living Cities, in partnership with HUD and the Ash
Institute for Democratic Governance and Innovation and Harvard University's John
F. Kennedy School of Government. The Boot Camp Coordinator is BWB Solutions, in
partnership with Enterprise Community Partners. Lead funding for the camp is
provided by the Rockefeller Foundation.

conditions and acquiring properties given the complex procedures and market
dynamics at play.
While the NSP, and additional actions by the federal government, can and must be
an important resource for stabilizing neighborhoods, additional solutions to the
problem of concentrated foreclosures must come from lenders, servicers, investors,
state and local governments and nonprofit organizations - who all share an interest
in stronger, more stable neighborhoods. No one sector or interest can accomplish
this goal: public agencies, private sector actors and nonprofits all have critical roles.
Purpose of the Boot Camp: What will Be Achieved
The purpose of the Boot Camp is to define solutions, help align interests and provide
participants with the information and support to scale up their neighborhood
stabilization activities. The goal of the Boot Camp is to illustrate specific examples
and actionable strategies for shifting market forces so that the massive transfer of
single family homes and rnultifamily properties that has occurred and will continue
to occur leads to the stabilization of neighborhoods.
The primary outcomes of the Boot camp will include:
1. Shared understanding by participants of barriers and opportunities for
scaling up stabilization efforts.
2. Specific, actionable descriptions of game-changing strategies and promising
practices to accelerate putting property back into productive use, with an
emphasis on accessing larger and more flexible amounts of private capital.
3. Ideas for more catalytic and leveraged uses of funds from the federal
government, including NSP funds for acquisition, rehabilitation and technical
assistance.
4. Commitments by participants to take the actions needed to implement
strategies in their jurisdictions.
S. Resource manual and/or set of tools that assist in implementing these
strategies and practices that can be disseminated broadly.
The Boot Camp will be a high-level, candid conversation among a diverse group of
leaders who are working towards common objectives, and who may disagree on
specific approaches. The Boot Camp by design will include actors who have
different, sometimes competing interests, and will provide for a structured airing of
these differences in a respectful setting.
In this way the Boot Camp aims to create a"game-changing" conversation among
key market, nonprofit and public sector players that results in a dramatic increase in
the speed and scale of smarter, more sustainable neighborhood stabilization.
