RD OF ZONING, CITY OF SAINT PAUL ii • 5}ti •�:;.... :::::.1X*0..0.10i.:2n-2M213 Wli OTT NALL ANN COURT MOM 114UNi PAUL!,MINNhOTA November 15, 1956 _ Mr. Joseph Okoneski City Clerk Building Dear Sir: This is in the matter of the application of the First State Bank for a permit to establish a customer-employee parking lot and a drive-in bank teller operation on the property located adjacent to the north side of Jenks two lots east of Payne, This property is described as the east 8' of lot 18 and all of lots 19, 20 and 21 and 22, block 14, Arlington Hills Addition. In order to accomplish the relationships desired the applicants are also appeal-, ing pursuant to section 8, paragraph "1" of the Zoning Ordinance to waive the 81 side-yard requirement as it pertains to.the easterly border of the proposed park- ing lot. This report will cover both the application for a .permit and the appeal concerning the building line. The zoning is "commercial." The property under consideration has a frontage of 168' along Jenks and extends northerly to a depth of 125' and is bounded by an east-west alley on the northerly portion of the premises. The applicants propose to establish a drive-in banking teller operation adjacent to the rear or easterly side of the new bank building on the property. The cars will enter from a driveway from Jenks: the occupants will perform their banking operation and proceed northerly and make a right turn and exit via an alley onto Payne. Directly to the east of the drive-in teller operation will be the employees and customer parking lot with a capacity of 55 cars. The applicant's plans approved April 5, 1956 are in accordance with all existing standards and have been approved by the City Traffic Engineer. To accomplish the relationships desired it is necessary to extend the parking lot to within a few feet of the easterly property line and, therefore, it would not be possible to provide the 8' side-yard required under the Zoning Ordinance and at the same time secure the parking capacity desired. Field investigation discloses no objection to the waiving of this particular requirement at this location. In consideration of these factors, the Zoning Board recommends that this permit to establish a bank-teller operation and a customer parking lot and this appeal to waive the 8' side-yard requirement on the east boundary of the parking area be granted.
