10-191Council File # �� I� � Green Sheet # 3098256 1 2 3 4 6 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 RESOLUTION CITY Presented by SAINT PAUL, MINNESOTA � RESOLUTION TO ADOPT THE SAINT PAUL COMPREHENSIVE PLAN WHEREAS, Minnesota Statutes 462.353, subd. 1, grants a municipality the authority to prepare a comprehensive plan, which is defined in Minnesota Statutes 462.352, subd. 5 as "a compilation of policy statements, goals, standards, and maps for guiding the physicai, social and economic development, both private and public, of the municipality and its environs. ..." WHEREAS, Minnesota Statutes 473.856 requires that municipalities prepare comprehensive plans consistent with the development guide and the metropolitan system statements adopted by the Metropolitan Councit; and WHEREAS, Minnesota Statutes 473.859 details the content of the comprehensive plan; and WHEREAS, Minnesota Statutes 473.864, subd. 2, requires that municipalities review and update as appropriate their comprehensive plans every 10 years and submit them to the Metropolitan Council for review; and WHEREAS, Section 107.02 of the City of Saint Paul administrative code authorizes the Planning Commission to prepare the Comprehensive Plan and any subsequent updates and to transmit its recommendation to the Mayor and to the City Council; and WHEREAS, Section 107.04 of the City of Saint Paul administrative code authorizes the Planning Commission to appoint task forces as advisory bodies to study technical issues identified by the commission and to report their findings to the commission for its consideration; and WHEREAS, the Planning Commission in Fall 2005 initiated the preparation of the six plans comprising the comprehensive plan update, including the appointment of six community-based task forces, each chaired by a member of the Planning Commission; and WHEREAS, the Planning Commission subsequently held public hearings on each of the six plans, as well as the Introduction and Implementation sections, the Planning Commission recommending changes after considering public comment; and WHEREAS, the Planning Commission subsequently recommended the City Council adopt the Saint Paul Comprehensive Plan, contingent upon review by the Metropolitan Council; and 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 77 78 79 80 WHEREAS, the City Council approved the six plans comprising the Saint Paul Comprehensive Plan, as well as the Introduction and Implementation sections, contingent on review by the Metropolitan Council, as follows: • Introducfion — February 4, 2009 — Council File # 09-143; • Land Use — February 18, 2009 — Council File # 09-195; • Transportation — March 25, 2009 — Council File # 09-145; • Parks and Recreation — December 17, 2008 — Council File # 08-1384; • Housing — February 18, 2009 — Council File # 09-194; • Historic Preservation — February 18, 2009 — Council File # 09-196; • Water Resources Management — February 4, 2009 — Council File # 09-144; • Implementation — February 4, 2009 — Council File # 09-143; and WHEREAS, the Saint Paul Comprehensive Plan was submitted to the Metropolitan Council for review and comment on the plan's consistency with the Metropolitan Council's Regional Development Framework and systems statements for parks, transportation, and water; and WHEREAS, the Metropolitan Council recommended changes to the Saint Paul Comprehensive Plan to bring it into conformance with regional planning documents; and WHEREAS, recommended changes were incorporated into the Saint Paul Comprehensive Plan, which was duly noted by Metropolitan Council staff; and WHEREAS, the Metropolitan Council on December 9, 2009, authorized the City to formally adopt the Saint Paul Comprehensive Plan and to put its strategies and policies into effect; and WHEREAS, the Planning Commission on February 5, 2010, recommended by Resolution 10-18 adoption of the Saint Paul Comprehensive Plan by the City Council and further recommended that this comprehensive plan replace the existing comprehensive plan, adopted on January 9, 2002. NOW, THEREFORE, BE IT RESOLVED that the Saint Paul Comprehensive Plan is adopted; and BE IT FURTHER RESOLVED that this Saint Paul Comprehensive Plan replace the existing comprehensive plan, adopted on January 9, 2002. The Plan includes chapters on Land Use, Transportation, Parks and Recreation, Housing, Historic Preservation, and Water Resources Management, as well as the Introduction and Implementation sections. The goal of the Plan, as stated in the Introduction, is "to keep Saint Paul vibrant and healthy without compromising its high quality of life or changing its spirit." The strategies and policies in all the chapters can be seen as tools to achieve this goal Prepared under the supervision of the Planning Commission, work on the P/an began in Fall 2005 and included the appointment of six community-based task forces of both residents and people knowledgeable about the subject of individual chapters in the Plan. Each task force was chaired by a member of the Planning Commission. In addition, the Parks Commission was involved in the preparation of the Parks and Recreation chapter, as was the Heritage Preservatio� Commission in the Historic Preservation chapter. Subsequently, public hearings were held on each chapter, as well as the Introduction and Implementation sections. Strategies and policies in the Plan are intended to be consistent with the Metropolitan Council's Regional Development Framework and with its systems statements for transportation, parks, and water. The Council initially considered each element in the Plan, approving Yhem contingent on Metropolitan Council review. That review was completed and the Metropolitan Council on December 9, 2009, authorized the City to formally adopt the Saint Pau/ Comprehensive Plan and to implement its strategies and policies. Changes recommended by the Metropolitan Council were technical in nature; the Metropolitan Council requested no substantive changes to policies in the Plan Attached is the Saint Paul Comprehensive Plan. Freight Corridors and Facilities (Transportation chapter) and a chart outlining the City's growth forecasts for sewered and unsewered households, population, and employment (Water Resources Management chapter). NOW, THEREFORE, BE IT RESOLVED that the Planning Commission hereby recommends adoption of the Saint Paul Comprehensive Plan by the City Council; and BE IT FURTHER RESOLVED that the Planning Commission further recommends this Saint Paul Comprehensive Plan replace the existing comprehensive plan, adopted on January 9, 2002.
