This is an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. Examples of work performed: To develop and administer a broad recreational program of activities and services for children, youth and adults, taking into considera- tion the resources and needs of the City. To serve as technical advisor for the Commissioner of Parks, Play- grounds and Public Buildings in formulating policies regarding types and schedules of recreational activities, services to be offered, and the effective and desirable use of facilities. To meet with interested individuals and groups to discuss program content and facility requirements and improvements, to interpret the scope and the purpose of present operations, and to point out the need for and the areas of expansion and improvement. To give direction to the staff by defining standards and principles of operation and by establishing program objectives. To conduct staff meetings, to instruct in policies and procedures, and to direct the supervisory staff in this activity. To prepare and present the annual budget, including support of pro- posed staffing pattern and other expenditures. To administer the expenditure of funds. To confer with other community officials in the interest of cooperative wide objectives of other youth-serving or recreational agencies and to coordinate the work of the division with other governmental or private agencies engaged in the field of recreation. To represent the department in various civic activities where public presentation is necessary. To develop and direct public relations, bureau personnel, and other administration policies. To prepare reports, manuals and other documents and to revise and edit the minutes of meetings. To have general supervision over the employees of the division. To study and make recommendations on property acquisitions and other expansions. To plan and superintend construction, maintenance and operation of • play areas, and such other facilities as gymnasia, community centers, and other recreation facilities. Examples of work performed: To draw schedules for various sports. To assign officials, referees, umpires, scorers, and judges for events. To conduct training sessions and conduct examinations for officials. To handle grievances and protests. _._ To check scheduled events which are being played to see that officials are present and properly exercising their duties. To interest groups and teams to participate and to try to maintain a competitive equality in the various leagues. To write advance publicity of sporting events and to report on the results of events to the newspapers. To act as announcer at sporting meets. To keep records, averages and standings of teams. To check on individual and team eligibility to participate. To teach, when occasion arises, skills in athletic activities, particularly to the younger participants. Examples of work performed: To demonstrate, teach, and lead recreational activities. To plan a diversified program of recreational activities. To enlist, train and supervise volunteer leaders. To be responsible for buildings, apparatus, equipment and facilities, and to see that they are properly maintained in a clean and safe condition. To supervise assigned assistants and the custodian. To work with neighborhood groups and agencies in developing pro- grams and projects. To render first aid and to maintain discipline. • Minimum qualifications: College graduation, with a major in public recreation or education. Examples of work performed: To supervise the planning and organizing of the activities at the recreational facilities in a designated area. To supervise employees responsible for the activities at the recreation centers in a designated area. To guide assistants in organizing new leisure time activities for adults and children. To make personal contacts and to work cooperatively with social, religious, civic and commercial groups and organizations. To assist in the training of volunteer leaders. To supervise the maintenance of property and equipment at the recreation centers,. To keep necessary records and to make required reports. • Minimum qualifications: College graduation with a major in public recreation education, and three years' experience as a Recreation Center Director in the City service. Examples of work performed: To lead, teach skills and conduct playground activities such as low organized games, arts and crafts, hikes, nature activities, folk dancing, group discussion, music, social recreation, drama, or individual and team games and sports. To act as club leader. To assist in organizing special events such as playground circuses, community nights, pet shows, festivals, socials or dances. To supervise activities at a sandbox or wading pool or at other facilities. To care for equipment, supplies and facilities. To administer first aid and to maintain order and discipline. • Minimum qualifications: High school graduation. Examples of work performed: To have charge of the parks--Playgrounds garage, shop and stores building. To supervise all maintenance and repair work done in the shop, in- cluding the maintenance and repair of grass cutting units, tractors, sprayers, etc. ; the sharpening of saws, mowers, axes and other tools; and the repair of park and playground equipment. To supervise the alteration of small power-driven equipment to con- form to special needs. To supervise the building of concrete park benches and tables. To make unit cost analyses and to determine budget requirements. Examples of work performed: To supervise the maintenance of park, play and recreational areas, ground developments, and landscaping. To supervise all tree planting, trimming, removal, bolting, cabling, and insect control. j To supervise the planting, fertilizing, care and maintenance of lawns and grass areas. To lay out, grade and ark playing fields, tennis courts and other play areas. To supervise the construction and maintenance of play equipment, fences, backstops, signs, walks, and other necessary appurtenances. Minimum qualifications: High school graduation and eight years' experience in park or play- ground maintenance work at least three years of which must have been in a supervisory position; or college graduation in forestry and two years' experience in park or playground maintenance or equivalent.
