RESOLVED, that upon appeal of Riverview Memorial
Hospital, Inc. from the decision of the Commissioner
Parks, Playgrounds and Public Buildings, and upon the
favorable recommendation of the Board of lining, permission
is hereby given to enlarge and expand a non-conforming
hospital use at 225 Prescott Street, on the westerly
40 3/4 feet of Lot 4 and all of Lots 5, 6, 7 and 8, Block 2,
all of Lot B, and all that part of Lot C lying west of the
easterly line of the westerly 40 3/4 feet of said Lot 4 ,
extended north across Lot C, all in Block 2, Woodbury and
Casets Addition, in accordance with appellantts plans
approved December 28, 1956.

appeal of Riverview Memorial Hospital, Inc. for permission to enlarge and
expand a non-conforming hospital use at 225 Prescott St., on the westerly
40 - 3/4 ft. of Lot 4 and all of Lots 5, 6, 7, and 8, Block 2, all of
Lot B and all that part of Lot C lying west of the easterly line of the

This is in the matter of, the appeal of the Riverview Memorial Hospital Inc.
for Council permission to enlarge and expand an existing non-conforming hos-
pital use located at 225 Prescott. The property is on the north side of
Prescott between Mt. Hope and Har*ard and is described as: the westerly forty
and three-fourths (40 3/4) feet.-of lot four and all of lots 5, 6, 7 and 8 of
block 2 and all of lot B and all that part of Lot C lying west of the easterly
line of the westerly 40 3/4' of said lot 4 extended north across lot C, all
in block 2 Woodbury and Case's Addition to St. Paul.
The present zoning is "B" residence which makes the hospital use non-conforming
inasmuch as hospitals are permitted only in "C" residence, commercial and
industrial zones. This Hospital was originally constructed in 1884 and was
expanded in 1927. The applicants' have acquired additional property which pro-
vides space for an addition containing 20 beds, two major operating rooms, a
recovery room and other related facilities plus an off-street parking space of
approximately 48 cars.
The applicants are appealing pursuant to section 20, paragraph "b" of the Zon-
ing Ordinance which authorizes the Council tp permit the extension of a non-
conforming use on premises which fit the circumstances set forth under this
appeal.
Adjacent land uses are as follows: there are single-family homes to the east
and south: the existing hospital is located to the west of this proposed
addition and the bluff overlooking the Mississippi River valley is located
directly to the north.
Field investigation discloses no objection to this proposal from the stand-
point of adjacent land use or traffic. In view of the rapidly increasing
demand for hospital facilities to meet the needs of our expanding population,
the Zoning Board feels that it is a public purpose to facilitate the con-
struction of additions to existing hospitals in circumstances where it is
established that contemplated expansion will not adversely affect the interests
of adjacent property or the neighborhood in general.
In consideration of these factors, the Zoning Board recommends that this appea
be granted in accordance with the applicant's plans approved December 28, 1956.

corporation now operating wader the provisions of Chapter 550, Laws of
Minnesota, 1951 and acts amendatory and supplementary thereto.

Riverview Memorial Hospital, Inc. is now and at all time here-
inafter mentioned has been the owner or lessee of the following described

Riverview Memorial Hospital, Inc. desires to expand its facil-
ities by constructing and erecting alongside the existing structure, but
Easterly thereof, an addition which would extend across and over portions
of Lots five (5) and six (6) above described, all of which is more par-
ticularly set forth in and apparent from the architect's sketches and
plat plans attached hereto, marked Exhibit "A", and by this reference
made a part hereof.

Such expansion is necessitated by the expanding needs of the
area served by said hospital ie. the portion of the City of St. Paul ly-
ing West of the Mississippi River and commonly called the Riverview
District and the Cities of West St. Paul and South St. Paul and the in-
dustrial and commercial establishments located and operating therein hav-
ing an estimated population in excess of 75,000 persons.
WHEREFORE Riverview Memorial Hospital, Inc. prays that your
Honorable Body carefully consider this petition and recognize the valid-
ity of this appeal from said Ordinance No. 5810 and allow the same forth-
with in accordance with the terms and requirements of said Ordinance and
grant forthwith the necessary permission and authority to your petitioner
to proceed promptly with the improvement and construction of its said
hospital facility as set forth or referred to herein and for such
further or other relief as is authorized or permitted by said Ordinance
5840.
