IN ACCORDANCE WITFI SEC. 64.3�2 NONCQNFORMING ADVERTISING SIGNS;
CONVERSION TO BILLBOARD WITH DYNAMIC DISPLAYS

WHEREAS, the Saint Paul CiTy Council adopted Legislative Code § 64302 Nonconforming advertising signs; conversion to
billboard with dynamic display on December 12, 2007, to allow for the conversion of illuminated billboards to billboazds with
dynamic displays subject to standazds that maintain highway safety; and to reduce the number of billboards in the city in order
to protect and improve views, aesthetics, community pride and investment, and the visibility of loca] businesses; and,
WHEREAS, 64302 (b)(6) indicates that as a part ofthe permit application for conversion to a billboazd with a dynamic display,
the applica�t shall a�ee in writing to remove permanently six (6) square faet of illuminated billboard faces or eight (8) square
feet of non-illuminated faces for each squaze foot of dynamic display space being created and that billboards that the applicant
owns or conROls in residential zoning dish�icts or any other locations designated for billboard removal by the ciry council must
be taken down before billboards taken down in other areas of the city wil] be counted toward the requirement;
NOW, THEREFORE, BE IT RESOLVED, that that Saint Paul City Counci] finds the following sign locations to be contrary to
the goals of protecting and improving views, aesthetics, community pride and investment, and the visibility of local businesses;
and,
BE IT FURTHER RESOLVED, that the following sign ]ocations be designated for billboard removal and may be used, along
with billboards in residential zoning districts, to fulfill the permit application requirement as described in Sec. 64302 (b)(6):
