WHEREAS, the Saint Paul Planning Commission initiated and oversaw the community task force process to
prepare the Transportation Chapter of the Comprehensive Plan which provides policy direction to "maintain,
expand, and enhance a balanced regional transportation system;" and

WHEREAS, the CiTy Council adopted the Transportation Chapter of the Comprehensive Plan in March 2009; and
WHEREAS, the City lacks a multi-modal transportation advisory body to review projects and advise on policy
decisions affecting all forms of transportation as guided by the Transportation Chapter, and
WHEREAS, the Bicycle Advisory Board (BAB) was established by Council File 9]-1414 and amended several
times since then (Council Files 94-848, 02-913, and 08-509) to provide ongoing advice on technical and educational
matters to enhance the City's work towards the goal of ensuring safe bicycling in the city; and
WHEREAS, the Saint Paul City Council believes that in order to create a world-class, multi-modal transportation
system in Saint Paul, the City should convene a diverse group of stakeholders and users of that system to advise the
Planning Commission, Mayor and City Council; and
WHEREAS, the establishment of a Transportation Committee as a committee of the Planning Commission would
create such a group to advise the full Planning Commission, and to create a transparent public forum for such
discussions; and
WHEREAS, a Transportation Committee made up of diverse transportation system users of a variery of
transportation modes will lead to better mutual understanding of the needs and interests of all users, which in turn
will lead to a balanced and thoughtful approach to transportation planning and improvements in the CiTy of
Saint Paul; and
WHEREAS, housing the Transportation Committee within the Planning Commission will help the Commission
better integrate land use and transportation decisions as they relate to zoning neighborhood and comprehensive
planning, and major infrastructure investments;
NOW, THEREFORE, BE IT RESOLVED, that a Transportation Committee of the Planning Commission be
established, and be charged with the following activities:
• Monitoring and advancing the implementation of the Transportation Chapter of the CiTy's Comprehensive
Plan; This may include working with staff and the public To develop a prioritized list of projects that are
referenced in the Chapter so that projects are ready to submit as funds become available;
• reviewing and advising on transportation-related zoning amendments/studies; the design of major
transportation infrastructure projects (particularly focusing on the need to balance transportation modes
within existing public rights-of-way); new policy plans such as the Complete Streets policy now under
development; and any new modal plans for biking, walking, and transit
• overseeing the wark of any transportation issue task forces that may be convened, in order to ensure
consistency with citywide transportation planning and existing systems; and
• advising the City on regional and interagency projects affecting the City, and advocating for improved
coordination with regional and federal govemments in transportation planning, including advising on
funding priorities, in order to position Saint Paul as the multi-modal hub of the East Metro region;

BE IT FURTHER RESOLVED, that the TranspoRation Committee is encouraged to solicit public input early and
often in its deliberations, and is encouraged to create subcommittees (which may or may not be staffed) as needed to
address technical needs or project issues specific to any individual transportation mode such as bicycling; and
BE IT FURTHER RESOLVED, that the Transportation Committee consist of four Planning Commissioners, and
up to eight additional community members, including people who represent the following areas of interest, or
multiple interests:
• Transit, including bus and passenger rai]
• Pedestrian/walkability issues
• Bicyc]ists
� Freight and logistics industry, including trucking, rail operations, and airports
• Accessibility representatives or persons with disabilities
• Representatives of commercial corridors (i.e. small business owners)
• Downtown building or business representatives; and
BE IT FURTHER RESOLVED, that recommendations from the Transportation Committee will be forwarded to
the full Planning Commission for consideration and final action, similar to the other committees of the Planning
Commission; and
BE IT FURTHER RESOLVED, that the Chair of the Planning Commission shall solicit applications for the
Transportation Committee and appoint the seats, with input from the Mayor and City staff, and that the committee
would be chaired by a Planning Commissioner, also appointed by the Chair of the Planning Commission; and
BE IT FURTHER RESOLVED, that communiTy (non-Planning Commission) members must live or work in Saint
Paul, and serve rotating three-yeaz terms, and that City staff would advertise open seats at the end of the yeaz
through the City website, the District Councils, local advocacy groups, and other communiTy partners; and
BE IT FURTHER RESOLVED, that the Planning Commission will need to amend its by-laws to allow a standing
committee that includes non-Planning Commission members; and
BE IT FURTHER RESOLVED, that the Transportation Committee will be staffed primarily by the departments
of Planning & Economic Development and Public Works, with periodic assistance as needed from the Parks and
Recreation, Police, and Fire Departments; and
BE IT FURTHER RESOLVED, that the Saint Paul City Council thanks the Bicycle Advisory Boazd (BAB) for its
work over the last eighteen years, which has exemplified the passion and dedication that community members in
Saint Paul have for improving bicycling in the city and the region; and recognizes that an on-going attention to
bicycling issues will be critical to the success of the TransportaYion Committee; and

92 NOW, BE IT FINALLY RESOLVED, that the Saint Paul City Council respectfully puts the Bicycle Advisory
93 Board into an indefinite hiatus, and encourages the existing BAB members to participate in the work of the
94 Transportation Committee, and to remain closely involved in transportation issues at every level, from the work of
95 District Councils, to regionai and state government, to Socal and national bicycling advocacy and non-profit
96 organizations that are dedicated to creating policy change, awareness, and improvements to bicycling in this region.

SUBJECT: Creation of a Transportation Committee of the Planning Commission
DATE: February 16, 2010
We wish to support the effort of the St. Paul City Council to establish a standing Transportation
Committee of the Planning Commission. The purposes of this restructuring — a more engaged citizenry,
and a stronger, a more balanced transportation system for Saint Paul — align with the mission of our
organization. Please consider four points in relation to this decision.
1. Our experience serving on the TAB is that more up-front work developing project concepts and
public support before applications are submitted would reduce the number of federai grants St.
Paul has had to turn back.
2. Our experience with the projects funded through Bike Walk Twin Cities reinforces the need for
informed public input and clear process. This best takes place in a context of the city's vision,
expressed by leadership and grounded in the Transportation Chapter of the City's Comprehensive
Plan. Bicycle and walking projects should be presented in this context—as elements in a
multimodal transportation network—rather as isolated local street improvements. We believe the
Trensportation Committee of the Planning Commission should set and maintain such a planning
context.
Land use is key to maximizing the benefits of transportation investments. Integrating the
perspectives of land use and transportation perspectives in one powerful process will put St. Paul
on solid footing.
4. The hiatus of the Bicycle Advisory Board has the potential to undermine the role of sustainable
transportation. If carefully structured, however, we believe a strong Transportation Committee
with focus on all modes could create a more integrated transportation system in St. Paul. We urge
full attention to the structure and process of the Trensportation Committee of the Planning
Committee to ensure fuli representation of the interests of bicycle transportation. Our members
want to advance bicycle interests in St. Paul and will expect TLC to be vigilant in this regard. We
can envision some benefit of a bicycle advisory subcommittee of this new committee. More
important wili be creation of a full-time pedestrian/bicycle coordinator who advocates for
improved conditions on a daily basis within the public works department.
We encourage St. Paul's attention to livability and sustainability, and urge thoughtful progress on the
development ot the Transportation Committee of the Planning Commission. Please let me know if our
organization can be of assistance as you proceed.
